Capacity building for cultural heritage workers

In Khanh Hoa province, there are currently 3 special national relics, 28 national relics, 241 provincial relics, 3 intangible cultural heritages recognized by UNESCO, 12 national intangible cultural heritages, and 5 national treasures. In order to effectively preserve and promote the value of the system of relics and cultural heritages, in recent times, the Department of Culture, Sports and Tourism (VH-TT-DL) has promoted training, fostering, and improving the professional qualifications of the staff working in the field of cultural heritages.

Basic requirements met

The Department of Culture, Sports and Tourism currently has 3 civil servants in charge of the field of cultural heritage, under the Department of Culture and Family Management, who work as consultants to implement legal regulations, mobilize and manage resources to protect, preserve and promote the value of cultural heritage. In addition, there are 2 public service units under the Department doing cultural heritage work, which are the Museum and the Provincial Center for Cultural Heritage Conservation. Of which, the Provincial Museum currently has 20 staff, performing professional tasks such as: Research, collection, inventory of artifacts; organizing exhibitions, introductions, propaganda and education ; participating in inventory, compiling records of relics. The unit's professional team also implements scientific research topics and projects related to cultural heritage; coordinates with agencies, units and organizations inside and outside the province to research and exchange expertise, serving the work of displaying, exhibiting, propagating and educating the historical and cultural values ​​of the province; receiving, preserving, repairing and restoring artifacts; Organize activities to serve tourists; advise and implement plans and programs associated with promoting the value of cultural heritage and developing sustainable tourism in the locality.

The Provincial Center for Cultural Heritage Conservation has 28 people, including the Board of Directors of the Center, leaders of 3 affiliated relic management boards and 17 full-time heritage specialists. This is the core team, playing an important role in organizing the implementation of the tasks of inventorying, collecting, and compiling scientific records; restoring, rehabilitating, and managing relics; researching, preserving, and promoting the values ​​of tangible and intangible cultural heritage; providing professional guidance to the grassroots; and coordinating with agencies, units, and localities in the management, exploitation, and promotion of heritage values ​​associated with sustainable tourism development.

Mr. Le Van Hoa - Deputy Director of the Department of Culture, Sports and Tourism, said: "The staff working in the field of cultural heritage in the province basically meets the requirements of the task. The majority have university degrees or higher, some have postgraduate degrees, with appropriate majors. In general, this team has a sense of responsibility, enthusiasm and long-term commitment to the profession and has made many important contributions to the work of protecting, preserving and promoting the value of cultural heritage in the province".

Need to continue training and updating knowledge

With a diverse system of historical - cultural relics, scenic spots, and intangible cultural heritages distributed throughout the province, management, preservation, and promotion must be carried out regularly and continuously. In order to carry out these tasks well, in recent times, the Department of Culture, Sports, and Tourism has paid great attention and created all conditions for the staff working on cultural heritages to go for training, improve their qualifications, expertise, and improve their capacity. In addition, public service units also regularly organize on-site training on topics of management, restoration of relics, preservation of intangible heritages, documentation, inventory, preservation of artifacts, communication, application of digital technology, etc. The training sessions combine theory with practice at relics, craft villages, communities, research institutes, and universities.

In addition to the achieved results, the work of training, fostering, improving the qualifications, expertise, and capacity of the staff working in the field of cultural heritage conservation is still limited. The number of classes is not large; some classes lack in-depth content; post-training evaluation is still a formality... Therefore, innovation in the content, teaching and learning methods of training and fostering classes is an urgent requirement.

Mr. Le Van Hoa said: "To meet the requirements of the tasks in the new situation, it is necessary to continue to promote training and education for the team working in cultural heritage; perfect the mechanism and policies for training, fostering, remuneration, and attracting high-quality human resources. In particular, focus on innovating the content, training programs, fostering, and organization methods; supplementing knowledge of domestic and international laws on heritage; enhancing digital skills; equipping knowledge on heritage management associated with sustainable tourism, creative economy, cultural industry; focusing on foreign languages, intercultural communication skills and project management".
