View of Vietnam's large-scale thermal power plant in Vung Ang Economic Zone

Vung Ang II Thermal Power Plant Project (VAPCO) started construction in 2021, with a total investment of 2.2 billion USD with 2 units with a total capacity of more than 1,200 MW. The project is implemented in the form of BOT, with Vung Ang II Thermal Power Company Limited as the investor. This is a key FDI project in Vung Ang Economic Zone. This is also a typical project with profound political significance, welcoming the 20th Congress of Ha Tinh Provincial Party Committee, term 2025 - 2030.

Vung Ang II Thermal Power Plant uses "ultra supercritical" (USC) boiler technology - which is considered by experts to be the most modern technology for coal-fired thermal power plants in Vietnam. With this technology, when the plant comes into operation, it will reduce fuel consumption, leading to emissions reduction.

When both units are fully operational, the plant will supply about 7.8 billion kWh/year to the national grid, while contributing an average of VND30 billion/month to the State budget.

Currently, the remaining items, especially Unit 2, are in the testing phase and are expected to be completed and put into commercial operation in the near future, aiming to generate electricity for the entire plant in the third quarter of 2025.

Mr. Duong Dinh Bieu - Coal Unloading Operations Manager, Long River International Co., Ltd. said: " To be able to accompany the Vung Ang II Thermal Power Plant Project - a key project of Ha Tinh province, the staff, engineers and workers of Long River are very honored and proud. From October 2024 to now, we have safely transported 14 shipments, of which the largest shipment reached 96,000 tons, an average of about 80,000 tons/shipment. The exciting competitive atmosphere towards welcoming the 20th Provincial Party Congress has given us more motivation to complete our tasks well....".

The wharf system of Vung Ang II Thermal Power Plant is considered the most modern in Vietnam with a length of 2,000m.

From the wharf area to inside the factory, the atmosphere of labor and production competition is vibrant and urgent. Each completed item and each shipment arriving at the port has practical significance in welcoming the 20th Ha Tinh Provincial Party Congress, term 2025 - 2030.

At the Central Control Room - considered the "brain" of the Vung Ang 2 Thermal Power Plant (Vung Ang Economic Zone), the operating engineers directly monitor and control all operations of Unit 1 as well as the auxiliary systems. All technical parameters are continuously monitored, ensuring the process of connecting to the national grid takes place stably and safely according to regulations.

Modern, high-quality power transmission infrastructure has provided a solid foundation for the safe and stable operation of Vung Ang II Thermal Power Plant, while contributing to ensuring electricity supply for Vung Ang Economic Zone and the national power system.

Unit 1 with a designed capacity of about 600MW will officially enter commercial operation from 0:00 on July 22, 2025. From this point on, capacity charges and electricity prices will be calculated based on the initial reliable capacity, according to the terms of the PPA. This is the result of the persistent efforts of a team of domestic and foreign engineers and experts, along with the active support and companionship from Ha Tinh province.

Up to now, the total progress of the project has reached 99.7%. This is the result of the spirit of solidarity and efforts to overcome difficulties of the staff, engineers and workers. The project is not only an important milestone for the company and Vung Ang Economic Zone but also has a profound political significance, practically welcoming the 20th Congress of the Ha Tinh Provincial Party Committee, term 2025 - 2030. We strive to put all 2 units into operation in the third quarter of 2025, contributing to ensuring national energy security, promoting socio-economic development of the province and the region.
