The Party building organization sector continues to advise on drastic implementation of streamlining the political system apparatus.

On the morning of December 26, in Hanoi, the Central Organizing Committee held a national conference to review the Party building work in 2024 and deploy tasks for 2025 in both direct and online formats. General Secretary To Lam attended and directed the conference. Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee chaired the conference.

Attending the conference were Politburo members, Party Central Committee Secretaries, Party Central Committee members; leaders of central departments, branches, agencies and provincial and municipal Party Committees. Comrade Nguyen Khac Than, Provincial Party Committee Secretary, Chairman of the Provincial People's Committee and Comrade Pham Van Tuan, Standing Committee member, Head of the Provincial Party Committee's Organization Board attended the conference at the Hanoi bridge.

In 2024, the entire Party building sector completed a large amount of work. Notably, it proactively advised on the comprehensive, synchronous and effective implementation of key tasks and issued many resolutions, directives, conclusions, regulations and statutes to concretize the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress. The entire sector synchronously organized and implemented all aspects of Party building work from the central to local levels.

Accordingly, since the beginning of the term, the Central Organizing Committee has submitted to the Central Executive Committee, the Politburo, and the Secretariat for approval 79 projects and tasks, and advised on the issuance of 72 documents contributing to the completion of the Party's regulations on Party organization and building work; in addition, it has also actively advised on the preparation work for Party congresses at all levels towards the 14th National Congress of the Party to ensure synchronization and comprehensiveness in terms of content, personnel, and organizational and service work. The entire sector has actively advised on the drastic, active, comprehensive, and effective implementation of resolutions on Party building and rectification work, and building the political system, including promptly advising on the implementation and summary of Resolution No. 18-NQ/TW of the 12th Party Central Executive Committee "A number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently" with a spirit of urgency and determination.

In 2025, the Party building organization sector determined to continue to innovate, make efforts, and be highly determined to complete 10 groups of tasks and 3 strategic breakthrough solutions on Party building work in the Resolution of the 13th National Party Congress. Therein, focusing on advising on the development and implementation of the 2025 work program to ensure progress and quality associated with the preparation and successful organization of Party congresses at all levels towards the 14th National Congress of the Party; strengthening internal political protection, promoting propaganda, summarizing practices, and scientific research on Party building organization with the consistent spirit of continuing to build a clean and strong Party building organization sector.

Speaking at the conference, General Secretary To Lam commended the achievements of the Party building and organization sector in 2024 in particular and since the beginning of the 13th Party Congress term up to now; at the same time, frankly pointed out the shortcomings and limitations in the past time.

He suggested that the entire industry continue to focus on advising and proposing drastic implementation, ensuring progress and effectiveness in streamlining the political system apparatus in the spirit of Resolution No. 18-NQ/TW, including the role and responsibility of the head of the Party Committee. We must build a team of dedicated cadres for the country, for the people, for the Party's cause. To do this, we need to have innovative thinking in the process of implementing the Party's regulations on cadre organization work.

General Secretary To Lam also requested the Party building organization sector to urgently review Party regulations, advise, amend, supplement, and promulgate new regulations on functions, tasks, organizational structure, working relationships, and working regulations of Party committees of agencies and units, ensuring unity and synchronization from the Central to the grassroots levels. Along with that, each level and each sector should restructure the staff, strongly innovate the recruitment, promotion, and appointment of cadres, have a mechanism for treating and attracting talents, and at the same time remove incompetent and unqualified cadres from the apparatus, state agencies, and the political system. In particular, the Central Organizing Committee and the entire Party building organization sector should proactively take on the task of organizing and building the Party in conjunction with the preparation for Party congresses at all levels towards the 14th National Congress of the Party.
