Nghia Dan (Nghe An): Ensuring social security and supporting livelihoods helps many ethnic minority households escape poverty

Along with ethnic policy programs and projects, investment capital from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719) has been helping many ethnic households in Nghia Dan District (Nghe An) to stabilize their lives and escape poverty sustainably. Currently, Ms. Le Thi Lien (Tho ethnic group) in Tan hamlet, Nghia Lac commune, Nghia Dan district ( Nghe An ) has a job and a stable income.

Effective implementation of housing support policies

The family situation of Ms. Le Thi Lien (Tho ethnic group), one of the poor households in Tan hamlet, Nghia Lac commune, Nghia Dan district (Nghe An) is also quite special. She and her husband are divorced, Ms. Lien is raising 2 children of school age alone, so saving up to build a solid house is beyond her ability.

When the National Target Program 1719 was implemented, Ms. Lien's family was considered for housing support in Project 1. According to regulations, Ms. Lien was supported with 50 million VND including central budget and local sources to build a new house. At the end of 2022, the local government and relatives supported Ms. Liem with additional working days. Accordingly, the "3-hard" house of Ms. Lien and her children was started to be built, then completed and put into use. More excited, having a "settled" house, Ms. Lien also got a job at the Nghia Long commune garment factory. Recently, Ms. Le Thi Lien applied to escape poverty.

"Now Lien and her children have a solid house to live in, a job and a stable income, so she voluntarily applied to be removed from poverty," informed Ms. Truong Thi Van Anh, Head of the Ethnic Affairs Department of Nghia Dan district.

The housing support policy of Project 1, National Target Program 1719 has helped Ms. Lien and her children to have a stable home. She voluntarily applied to withdraw from the poor household status.

Similarly, from the housing support budget source in Project 1, National Target Program 1719, the family of Mrs. Truong Thi Chu and Mr. Ha Chi Thanh (Tho ethnic group) in Lang Nung hamlet, Nghia Duc commune, Nghia Dan district has also been able to "settle down" in a spacious, fully functional house.

Many years ago, due to old age and his stroke, the couple fell into poverty. Saving up to repair a temporary house to "settle down" in their old age became urgent, but with their circumstances, this was an impossible task.

When the housing support fund for Project 1, National Target Program 1719 was allocated, the government of Nghia Duc commune, Nghia Dan district included the family of Mr. Ha Chi Thanh and Mrs. Truong Thi Chu in the list of beneficiaries of the housing support policy. With the money from the housing support fund and the contribution of their children, Mr. Thanh and Mrs. Chu completed the construction of a solid house with full functionality.

According to the 2024 poor household survey results of the People's Committee of Nghia Duc commune, Mr. Thanh and Mrs. Chu's family in Lang Nung hamlet have also officially escaped poverty.

Ms. Truong Thi Van Anh, Head of the Ethnic Affairs Department of Nghia Dan district, informed: As of November 20, 2024, the housing support fund for Project 1 has been 100% disbursed by Nghia Dan district. In the whole district, 13/13 households benefiting from the housing support policy have been able to "settle down" in solid houses.

The good news is that among the 13 households that benefited from the housing support policy in Project 1, many have escaped poverty. If at the end of 2021, the ethnic minority area in Nghia Dan had a high poverty rate (8.3%), then by the end of 2024, this rate will be only 2.46%.

Livelihood support and vocational training help people increase their income

In addition to receiving housing support policies, the family of Mr. Ha Chi Thanh and Mrs. Truong Thi Chu in Lang Nung hamlet, Nghia Duc commune, Nghia Dan district also received support with 3 breeding goats for their livelihood.

Ms. Truong Thi Chu in Lang Nung hamlet, Nghia Duc commune, Nghia Dan district shared her joy when moving into a new, solid and fully functional house.

Thanks to good care and proper disease prevention, the goats given to Mr. Thanh's family have grown well. Currently, the family's two mother goats are close to giving birth to their first litter.

Sharing with reporters from the Ethnic and Development newspaper, Ms. Truong Thi Chu said: “Every day, I let the goats out on the hill to graze for 2 hours. In the evening, I feed them milkweed, sugarcane leaves, etc.; I take care of them according to the project staff's instructions, thanks to that, the 2 mother goats are now close to giving birth to their first litter, and the male goat has also gained a lot of weight.”

According to many people in Nghia Duc commune, Nghia Dan, goats are fast-reproducing animals with stable output, so they are highly economically efficient. Each time they give birth, the mother goat usually gives birth to 2 kids. 4-6 months after birth, the kids weigh 15-20kg and can become commercial goats.

If each mother goat gives birth to two kids, by the end of this year, Mr. Thanh and Mrs. Chu's family in Lang Nung hamlet will have four more kids, bringing the total herd to seven. If they are well cared for, by June next year, Mr. Thanh and Mrs. Chu's family can earn nearly 10 million VND from selling four commercial kids.

Also from the livelihood support fund of the National Target Program 1719, in Nghia Duc commune, there are 6 other households that received breeding goats to raise. Up to now, all breeding goats given to ethnic minority households in Lang Nung hamlet have grown well.

Notably, 2 out of 7 households have adopted goats and have given birth to their first litter. The model of raising goats for breeding in Lang Nung hamlet has also helped Mr. Luc Dinh Tam's family to move from poor to near-poor.

In addition to receiving housing support, Mrs. Chu's family and many other poor and near-poor households in the area also received breeding goats. Currently, the two mother goats of Mr. Thanh and Mrs. Chu are preparing to give birth to their first litter.

Along with livelihood support, the People's Committee of Nghia Dan district has also organized 68 vocational training classes at elementary level and under 3 months for 2,036 ethnic minority students. With a job in hand, ethnic minority workers in Nghia Dan district are more confident in the process of finding jobs and increasing their income.

In addition, the policy of supporting labor export is also being effectively implemented by the locality, accordingly, many ethnic minority workers in Nghia Dan have also participated in labor export with high income. Thanks to that, the average income per capita in the ethnic minority area in Nghia Dan district has increased rapidly, reaching 50.4 million VND/person/year.

It can be affirmed that after nearly 4 years of implementation, the National Target Program 1719 has had a strong and positive impact on all aspects of life in ethnic minority areas in Nghia Dan district. Essential infrastructure in ethnic minority and mountainous areas in Nghia Dan has been gradually synchronized to better meet the comprehensive development needs. Two important indicators, the poverty rate and the average income per capita in ethnic minority and mountainous areas, have really improved a lot compared to before.
