Speaking at the Congress, Head of the Central Internal Affairs Commission Phan Dinh Trac affirmed: with a long history and glorious revolutionary tradition, the Politburo and the Secretariat believe that the Party Committee, government and people of Nghe An province will continue to unite, promote revolutionary tradition and will, development aspiration, be proactive, creative, proactive in seizing and taking advantage of opportunities, overcoming difficulties and challenges, successfully implementing the goals and tasks set out by the Congress, self-reliant, confident, and moving forward in the new era.
Head of the Central Internal Affairs Commission Phan Dinh Trac emphasized that the Politburo highly appreciated the meticulousness, seriousness, scientific spirit and open-mindedness of the Nghe An Provincial Party Committee in preparing for the Congress; the draft documents and personnel plans closely followed the major ideas and viewpoints in the draft documents of the 14th Party Congress, Directive 45-CT/TW of the Politburo and closely linked with local realities.
During the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Nghe An province have promoted the tradition of their revolutionary homeland, strived hard, with high will and determination, made breakthroughs in many fields, achieved many important, outstanding and quite comprehensive results. The average economic growth rate reached over 8.3%/year, higher than the national average. Total GRDP in 2025 is estimated to reach nearly 250 trillion VND, ranking 10th out of 63 provinces and cities before the merger. Budget revenue is estimated to reach 26 trillion VND, ranking 17th out of 63 provinces and cities.
A highlight is that from a low-lying area in attracting FDI, Nghe An has risen to the top 10 provinces, with a total registered capital of more than 4.8 billion USD, 4.5 times higher than the period before 2020. In particular, it has attracted the world's leading technology corporations, initially creating a new platform, forming a high-tech industrial production chain and deep processing. Export turnover reached 4.5 billion USD, an increase of nearly 3 times compared to 2020, nearly 2 times exceeding the target set by the Resolution of the 19th Congress. The economic structure has shifted positively, with industry, construction and services accounting for nearly 80% of GRDP; agriculture has shifted strongly to high-tech application, developing green, smart and sustainable agriculture. The new rural construction program has achieved many results, the socio-economic infrastructure has become increasingly synchronous, and the appearance of urban and rural areas has improved a lot.
Culture and society have achieved many positive results. Nghe An continues to hold the top position in the country in terms of high school graduation exam results and the number of national and international excellent students. Healthcare has developed rapidly, implementing many new and specialized techniques, affirming its position as the center of the North Central region. Poverty reduction, social security, and policy implementation for people with meritorious services have been focused on, basically completing the goal of eliminating temporary and dilapidated houses in 2025. National defense has been strengthened, political security and social order have been maintained, preventing the emergence of "hot spots". Foreign affairs have been expanded, and special relations with Lao provinces bordering the border have continued to be strengthened.
The work of Party building, Party rectification and the political system has been promoted. Nghe An has resolutely reorganized and streamlined the apparatus, quickly and effectively operating the two-level government model. The leadership capacity and fighting strength of the Party organization and the management and operation of the government at all levels have been improved. The activities of the Fatherland Front and socio-political organizations have been actively innovated, and the great national unity bloc has been consolidated.

In addition to the important achievements, Head of the Central Internal Affairs Commission Phan Dinh Trac also pointed out the limitations and weaknesses. The economy has grown quite well but has not yet reached the target, the average GRDP per capita is still low, only reaching 72 million VND/person; there are many enterprises but small scale, there are not many large-scale projects. Poverty reduction is not sustainable, the poverty rate is still over 3.12%, higher than the national average. The lives of a part of the people, especially in remote areas, ethnic minority areas still have many difficulties. Party building work has not met new requirements, innovative thinking is limited, and bold breakthroughs are not uniform.
The Head of the Central Internal Affairs Commission emphasized that after 40 years of renovation, the country has made great strides, its foundation, position and international prestige have been raised. This is a great opportunity for Nghe An to make a breakthrough. With its strategic position, potential and special attention from the Central Committee, the 20th Congress is a historical milestone for Nghe An to progress rapidly, strongly and sustainably, striving to become a fairly developed province of the country by 2030, a national growth pole, the North Central region's center for industry, high-tech agriculture, health care, education, science and technology, logistics and tourism.
Head of the Central Internal Affairs Commission Phan Dinh Trac proposed that the Congress focus on discussing three major issues: One is to arouse the desire for development, strongly innovate thinking, create new momentum for Nghe An, make breakthroughs in institutions and policies, improve the investment and business environment, and develop a team of Nghe An entrepreneurs with great aspirations and courage. Two is to build a clean and strong Party organization and political system, focusing on leaders, especially exemplary leaders who have the desire to contribute, dare to think, dare to do, dare to take responsibility. Three is to ensure national defense and security, promptly handle traditional and non-traditional security challenges, strengthen special relations with Laos and expand international cooperation.
