Inland waterway traffic has been suspended in many areas on Lam River, Hoang Mai River and La River from 6:00 p.m. on September 30 due to the impact of floods.
The Ministry of Construction has just issued urgent dispatch No. 69 to specialized departments, affiliated units and Departments of Construction from Quang Ninh to Da Nang, requesting to concentrate forces to support people in overcoming the consequences of storm No. 10 and floods.
Do not be passive in the event of especially large floods on the Thao River.
The dispatch clearly stated that agencies and units must immediately deploy response measures according to the direction of the Prime Minister and the National Civil Defense Steering Committee, and resolutely not be passive in the event of especially large floods on the Thao River.
The Ministry of Construction requires organizing forces to guard, control, and guide safe traffic at culverts, spillways, deeply flooded areas, fast-flowing water, and places at risk of landslides.
Absolutely do not allow people and vehicles to pass through when safety is not guaranteed. At the same time, mobilize materials and vehicles to be ready to handle incidents and keep important traffic routes open.
Units must maintain 24/7 duty and promptly report any arising developments to the Ministry of Construction's Civil Defense Command to minimize damage to people and property.
Blockade of many waterways in Nghe An and Ha Tinh due to rising floods
The Northern Maritime and Waterways Department has just announced the temporary suspension of inland waterway traffic in many areas on Lam River, Hoang Mai River and La River from 6 p.m. on September 30 due to the impact of floods.
Specifically, the restriction applies at the following locations: The channel over Yen Xuan railway bridge (Lam river, Km40+400); Den Con bridge cluster (Hoang Mai river, Km4+510-Km5+740); Cho Thuong - Tho Tuong bridge cluster (La river, Km6+900-Km7+00); and Linh Cam bridge (La river, Km12+500), in the two provinces of Nghe An and Ha Tinh.
According to the authorities, due to high water levels and high flow rates, from 6 p.m. on September 30, all watercraft will not be allowed to pass through these areas, except for boats serving disaster prevention, rescue and traffic regulation. The restriction will last until further notice.
The Northern Maritime and Waterways Sub-Department requires vehicle owners to strictly comply with the instructions of the regulatory force, not to anchor near river crossing structures, and strictly comply with the Law on Inland Waterway Traffic.

Nearly 100 flights to Noi Bai affected
According to the Vietnam Air Traffic Management Corporation (VATM), as of 6 p.m. on September 30, Noi Bai Airport had 53 flights waiting and 37 flights diverted to alternate airports due to heavy thunderstorms.
Due to the influence of the weakened low pressure area from storm No. 10 (BUALOI) combined with cold air, and at the same time, there was a strong convergence of winds at Noi Bai airport up to 5000-7000m, at Noi Bai airport, very strong thunderstorms lasted for many hours from 6am to 3pm on September 30. In the continuous monitoring reports, visibility was recorded to be reduced to less than 1km, at times the horizontal range decreased to 500-600m. In addition, the phenomenon of wind shear appearing on the runway was also detected from the wind shear warning device.
VATM assessed that the prolonged thunderstorm on September 30 was one of the strongest, heaviest and longest lasting phenomena since the beginning of 2025. This is one of the dangerous weather phenomena, seriously affecting flight operations and operational safety.
In addition, heavy rainfall also causes flooding, affecting the technical infrastructure ensuring flight operations at Noi Bai airport (some taxiways, parking areas and precision landing guidance systems 11L, 11R and 29L).
"As of 6 p.m., 53 flights had to wait and 37 flights had to divert to alternate airports. Most of the flights that had to divert to alternate airports have now made plans to land safely at Noi Bai," VATM informed.
According to information from the Railway Transport Joint Stock Company, due to the impact of storm No. 10 (Bualoi) causing heavy rain and strong winds in the Central region, the railway industry has temporarily stopped running trains to ensure safety for passengers and train vehicles.
Specifically, from September 28-30, 6 trains from Hanoi to Vinh, 4 international trains to China and vice versa, 7 trains from Hanoi to Lao Cai and 3 Thong Nhat trains from Hanoi to Ho Chi Minh City will be stopped. On October 1, the SP8 train from Lao Cai to Hanoi will be stopped.
On the North-South route, heavy rains and floods have flooded the railway at the Thi Long - Van Trai section (Thanh Hoa province), making it unsafe for trains to operate. Therefore, the railway industry has organized the transfer of more than 1,300 passengers by road between 7 trains from Thanh Hoa station to Truong Lam station and vice versa.
At the same time, free meals are being served to passengers affected by train stops along the way. As of 9:00 a.m. on September 30, the railway industry has served more than 2,000 free snacks (breakfast) and 850 main meals to passengers on affected trains.
The Railway Transport Joint Stock Company also said that for passengers with tickets on suspended trains, the railway industry will refund the tickets without any fees. The maximum time to return tickets at the station is 30 days from the date of departure stated on the ticket.
