Under the close leadership and direction of Party committees and commanders at all levels, the emulation and reward work and the 2025 Emulation Movement for Victory of the units in Emulation Block 2 were carried out in a systematic, quality and effective manner; focusing on breakthroughs in key political tasks, promoting all resources, creating strong momentum to promote the success of assigned political tasks.

Notably, the unit has completed military , national defense, military medicine, production and business tasks; strictly maintained the breakthrough in technical work "Building a regular technical foundation and mastering technical weapons and equipment"; effectively implemented the 50 Campaign, management and health care work for soldiers.

In 2025, units in Emulation Block 2 built many new ships; received and repaired 62 military and economic ships and boats. Organized mobile operations to repair weapons and equip electronic equipment for Naval Regions; accounting work had many solutions, promoted internal resources to develop production and business in accordance with the law, ensuring jobs and income for workers; production value reached 546,200 million VND, average income 18.1 million VND/person/month.

The Naval Medical Institute successfully completed the tasks of examination, admission, emergency care, treatment, and patient care, ensuring safety, achieving and exceeding the set targets; the autonomy rate reached 57.57% (exceeding the target by 7.64%).

Along with that, administrative reform and digital transformation have made remarkable progress; well-resolved policies and regimes for subjects and timely implemented decisions on mobilization, appointment and rotation.

The emulation movement contributed to promoting the movement of promoting initiatives and technical improvements. During the year, the units implemented 1 State-level project, 3 Ministry of National Defense-level projects and 3 Army Corps-level projects; 122 initiatives and technical improvements were deployed and applied to the implementation of defense tasks, production and other aspects of work, making a profit of more than 3 billion VND, of which 15 initiatives won the Nguyen Phan Vinh award, 2 initiatives won the Third Prize "Creative Youth in the Army".

The direction in the coming time of the units in the Emulation Bloc is to continue to thoroughly grasp the Party's viewpoints and guidelines, Ho Chi Minh's thought on patriotic emulation; effectively implement the Law on Emulation and Commendation; decrees, circulars, directives and instructions of all levels. Closely follow the orientation, concretize directives and resolutions of all levels on emulation and commendation work; effectively organize the Emulation Movement for Victory, closely linked with promoting the study and following of Ho Chi Minh's thought, morality and style.

At the same time, promote and innovate emulation and reward work and the Emulation Movement for Victory in a direction that is close to the situation, requirements and tasks; create strong and comprehensive motivation, improve the quality of all aspects of work, fields of activity and tasks.

Resolutely overcome weak links and weaknesses; effectively carry out key points, breakthroughs, movements and campaigns; constantly improve overall quality, qualifications and working capacity, successfully complete all assigned tasks; contribute to building the Logistics - Engineering Department and the revolutionary, disciplined, elite and modern Army, excellently completing the task of being the core to firmly protect the sovereignty of the sea and islands of the Fatherland.
