Many difficulties in operating the local government model in remote communes

During the period from July 1 to 13, Working Group No. 9 of the Provincial People's Committee inspected and summarized the implementation of the 2-level local government model in 15 remote communes. The quick report showed that although the reception and settlement of administrative procedures (TTHC) have achieved some positive results, there are still many difficulties and problems that need to be focused on and resolved.

According to statistics, the total number of records received at the Public Administration Service Centers (HCC) of 15 communes during this period was 2,132 records, in which the communes with the highest number of records received included Tan Lac, Kim Boi, Bao La and Dung Tien.

2,002 records have been processed, with no overdue records. The two areas with the highest number of records are civil status and certification. The HCC system in the communes has initially operated stably, ensuring security, order and office culture, with a high rate of on-time file processing.

However, the implementation of the two-level local government model in communes still has many shortcomings, mainly focusing on four main groups of issues: human resources and facilities; information systems and professional software; people's participation and geographical factors; inter-sectoral coordination mechanisms.

Regarding human resources, many civil servants do not have digital signatures and have not been updated with their titles according to new regulations. Some professional positions do not have civil servants in charge, while new cadres lack experience and IT skills. Facilities in communes are still limited, some places do not have standard record storage facilities, old equipment, low configuration, directly affecting work efficiency.

Information systems and professional software lack connectivity and synchronization. Population data is not yet connected to relevant agencies, online lookup and payment are still limited. Many software, document management systems... operate unstably, causing difficulties in receiving and processing documents.

The participation of the people, especially ethnic minorities, is still limited due to unfamiliarity with the new administrative transaction method. Some administrative procedures requiring inter-sectoral coordination are still slow to be resolved. The complex terrain and long distance from the district center make traveling and operating the administrative system in communes like Van Son difficult.

To overcome the above shortcomings, the Provincial People's Committee has assigned specific tasks to each department and branch. The Department of Home Affairs is required to guide the organization of the apparatus, supplement the payroll and strengthen staff training. The Department of Agriculture and Environment will soon supplement the missing administrative procedures under the authority of the Land Registration Office. The Department of Science and Technology will synchronously deploy professional software, issue digital signature accounts, and connect population data. The Department of Justice will guide the mechanism of authorization to sign certification at the commune level. The Department of Finance will allocate funds to upgrade facilities and purchase working equipment.
