In the 2-session/day teaching plan of the Department of Education and Training of Ho Chi Minh City, this department stipulates that after determining the teaching content, educational activities, duration, and implementation form, school leaders will develop appropriate and specific plans:
Teaching plan, educational activities in session 1: Arrange the number of session 1 in the total number of sessions/week to ensure enough periods/week of compulsory subjects and educational activities, electives, and specialized learning topics according to regulations in the General Education Program.
The teaching plan and educational activities in session 2 are implemented from the budget. The content of the plan must comply with regulations, be scientific , reasonable, and effective; and must specifically and clearly define the purpose, requirements, content, time, and location.
Specifically, free teaching content includes: Reinforcement for students to complete learning content; review and tutor students whose learning results for the last semester of the previous semester are not at the required level. Nurturing excellent students by subject. Review for the 10th grade entrance exam, review for the high school graduation exam. Professional activities are converted into teaching hours according to Circular 05/2025 of the Ministry of Education and Training.
The Department of Education and Training of Ho Chi Minh City noted that the time allocated for teaching and educational activities in the second session should not be used to teach compulsory and optional subjects and educational activities, study topics of the General Education Program, as well as to test and evaluate students.

The Department of Education and Training of Ho Chi Minh City regulates training for excellent students by subject. Reviewing for the 10th grade entrance exam and high school graduation exam is free.
The teaching plan and educational activities in session 2 are implemented in a socialized manner, including: Identifying specific bases for developing the plan; ensuring compliance with legal regulations. The content of the plan must demonstrate scientificity, effectiveness and necessity when implementing socialization. The principal is responsible for the activities, implemented grade levels, content framework, methods, organizational forms, implementation plans and coordinating organizations and units.

The plan must be specific, clear, and scientific in terms of objectives, requirements, content, implementation form, time, location, and resources. Ensure voluntary participation of students, consent of parents, and be consistent with the school's implementation conditions (evident documents).
The collection, disbursement, management and use of contributions from parents must comply with current regulations.
