High school graduation exam in 2026 has some adjustments, 2027 exam will be on computer

The 2026 high school graduation exam is basically the same as the 2025 exam but with some adjustments. In 2027, the graduation exam will be on computers in qualified places.

On the afternoon of September 26, the Ministry of Education and Training held a meeting to summarize the organization of the 2025 high school graduation exam and prepare for the 2026 high school graduation exam.

Some changes to the 2026 high school graduation exam

According to the Ministry of Education and Training, the 2026 high school graduation exam will remain stable as in 2025. However, the 2026 exam will have some adjustments to ensure compliance with the 2-level local government management model and the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus, and the continued application of information technology in the exam organization stages.

Adjustments to the 2026 high school graduation exam include:

Amend regulations related to inspection and examination during exams to ensure consistency with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.

Adjust some regulations and procedures for organizing the exam to ensure more suitability and convenience for units in the context of restructuring provincial administrative units such as: exam registration files are only kept at high schools. Integrate exam notices and exam cards into a single type called "Exam Notice" and issued by the high school where the candidate submits the exam registration files.

Integrate the Temporary Graduation Certificate and the Exam Results Certificate into the "Exam Results Certificate" and issue it by the high school where the candidate submits the exam registration application.

Reduce the time for receiving appeal applications to announce the appeal results sooner, and at the same time facilitate the admission work of higher education and vocational training institutions. All scores that change during the appeal process must be discussed.

Strengthening the application of information technology in exam organization, optimizing data transmission between exam councils and the Ministry of Education and Training through the exam management system to reduce manual work (sending CDs by post) and contributing to increasing processing speed.

For the inspection of exam invigilation: mobilize more universities and other vocational training institutions to participate (do not increase the total number of people, but increase the number of training institutions, so each university will not have to send as many people as in 2025).

2027: High school graduation exam on computer

At this conference, the Ministry of Education and Training also gave some directions and timelines to prepare for organizing high school graduation exams on computers in 2027.

Accordingly, in September 2025, the Ministry established a steering committee and a drafting committee to develop a project to organize high school graduation exams on computers and submit it to the Prime Minister for approval.

In April and May 2026, computer-based test questions will be tested on a scale of about 100,000 candidates. This test is also part of the process of building a test question bank. The testing process also serves to prepare for large-scale computer-based testing.

July 2026: Submit to the Government for consideration and promulgation of the Project on organizing high school graduation exams on computers. In August 2026, review the facilities and necessary conditions nationwide to have a roadmap for implementing computer-based exams.

October to December 2026: promulgate procedures and regulations for computer-based testing. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.

Next, April and May 2027: organize testing of exam questions at locations planned to organize computer-based exams.

Organize large-scale testing of exam questions according to the process of building an exam question bank.

The 2027 high school graduation exam will be held in June 2027, on computers at qualified locations and on paper at other locations.
