From mothers and female party members who quietly "keep the fire burning" in the wilderness to the Party committees and authorities persistently "supporting the grassroots" - all are contributing to nurturing the Party's vitality from the people; the fundamental solution lies not only in the resolution, but in proactively creating resources, guidance, support... so that the flame of belief is always lit in any village or hamlet.

Quang Tri currently has 1,922 villages and residential groups; 100% have established party organizations with more than 74,500 party members. This is the political core at the grassroots level - a bridge between the Party and the people, leading socio-economic development, maintaining national defense and security and building a new life. However, the reality of "aging" party members and the lack of successor forces - not only in remote areas but also in the plains and urban areas - is directly affecting the leadership role of the Party organization at the grassroots level.

The biggest "bottleneck" today is the lack of sources for recruiting new party members, especially from young people and women. Educated young people often leave their hometowns to work far away, while those who stay mainly focus on economic development and rarely participate in mass movements. For women, family burdens and social prejudices - especially in ethnic minority areas - are still barriers that prevent them from having the opportunity to strive to join the Party. In addition, some party cells do not attach importance to the work of developing party members; propaganda and ideological education work is still formal; party cell activities are slow to innovate and lack connection with people's lives.

Faced with that reality, Quang Tri has implemented many fundamental solutions: improving the quality of Party cell activities, attaching the responsibility of Party committee members in charge to each Party cell, especially weak areas; caring for and supporting village and residential group cadres in terms of regimes, allowances, working facilities and professional training so that they can confidently contribute; at the same time, innovating leadership methods, streamlining the apparatus, being close to the people. At the same time, the province promotes socio-economic development, creating conditions for young people and women to stay attached to their homeland and participate in Party work; considering Party member development as the task of the entire political system.

Practice shows that if the “bottleneck” of resource creation and support for grassroots cadres is not resolved, it will be difficult for the Party cell to maintain its vitality. However, when the Party organization pays proper and accurate attention, when each grassroots nucleus has a support, the people's trust in the Party will always be preserved and spread - even in the most remote villages and hamlets.

Over the years, the grassroots cadres - especially female party members and mothers in remote areas - have been and are the source of nurturing the vitality of the Party organization in the hearts of the people. They embody sacrifice, faith and perseverance - seemingly simple things but they make up the Party's stability at the grassroots level. In the mountains, where the economy is still difficult and transportation is difficult, they are the "soft bridges" between resolutions and life, between the Party's will and the people's hearts.

From our field trips, we have seen that wherever there are dedicated cadres and party members, especially dedicated female party members, the work of mobilizing the masses, building a new life, and maintaining security and order is highly effective. They keep the fire burning, maintain village customs, and maintain faith. Many people simultaneously take on many roles: women's association head, party committee member, village midwife, mediator, propagandist. With their prestige, closeness, and responsibility, they make the Party familiar and trustworthy - "sticking to the people through work, sticking to the people through faith."

The success in Party building in mountainous areas comes first of all from those silent people - those who "keep the Party like keeping a fire." Thanks to them, the Party organization is anchored in the hearts of the people, creating a solid foundation for political stability and socio-economic development at the grassroots level.

From the reality of Nghe An - a province with nearly 80% of its area being mountainous, it can be seen that strengthening village and hamlet Party cells and creating a source of successors is an urgent requirement. It is necessary to pay attention to training and fostering young cadres, especially female cadres and ethnic minority cadres; creating opportunities for them to study, practice and mature on the spot, while at the same time having policies to encourage and support them so that they can confidently contribute long-term. Along with that, it is necessary to innovate the content and methods of Party cell activities in a practical, lively and life-related direction so that each meeting is truly a forum to discuss people's and hamlet affairs, where Party members demonstrate their pioneering role, spreading the Party's belief and attractiveness.

The Party in the hearts of the people is the crystallization of the trust nurtured every day - from the silent hands and hearts at the grassroots. And the mothers and female Party members in the midst of that vast forest are the most vivid proof of the Party's strength from the hearts of the people.

Having worked as the Chairwoman of the Women's Union in a mountainous border district for more than 6 years (before the merger), I always have deep respect and gratitude for the grassroots female party members - simple people but with a spirit of steadfast dedication and firm belief in the Party. They are the ones who silently "keep the fire" in the Party cells of villages, hamlets, and residential areas - the places closest to the people, where the breath of life exists every day. Despite the hardships of life, taking care of housework and community responsibilities, the women still devote all their heart to Party work: maintaining the Party cell's routine, mobilizing people to comply with policies, reconciling conflicts, and fostering village and neighborhood relationships.

Despite many advances, Vietnamese women, especially ethnic minority women, still face many barriers to asserting themselves in the Party organization. Therefore, encouraging and creating conditions for them to confidently participate and mature in the Party's ranks is both a strategic task and has profound humanistic significance... In my opinion, it is necessary to innovate propaganda and ideal education for women; boldly assign tasks, give responsibilities and trust them; at the same time, have practical support policies, especially in remote areas. In particular, it is necessary to spread the example of exemplary female Party members, because from them will spread confidence and inspire the younger generation to follow.

From the perspective of a cadre organizer, I believe that female party members, especially grassroots cadres, are a “soft but extremely stable support” in Party building. In remote areas - where conditions are still lacking - they are cadres, mothers, sisters, and neighbors. They understand the people, are close to the people, and speak the voice of the people; and it is this simplicity and patience that helps them connect the Party’s ideas with the people’s hearts, turn resolutions into actions, and become closely connected with community life.

In order for this “fire-keeping” force to continue to play its role, it is necessary to frankly acknowledge that the source of successor cadres at the grassroots level, especially women and young people, is still thin, so creating a source of local party members is difficult. Support policies for grassroots cadres are not really suitable for the specifics of the job; living conditions, working facilities, and meeting times are still inflexible, making it difficult for many women, despite their enthusiasm, to stick with it for a long time... Therefore, along with “finding people”, it is necessary to “keep people” - keep them with practical attention, a mechanism to create conditions and the belief that their contributions are duly recognized.

From the experience in Ha Tinh, we have determined that we must strongly change our thinking in Party development work: from "waiting for qualified people" to "proactively discovering and training them to meet the standards". In that spirit, the Provincial Party Committee's Organizing Committee is implementing key solutions: creating local sources, assigning prestigious party members to actively accompany the masses; promoting flexible training, organizing short-term training courses suitable for the season; at the same time, focusing on specific support policies for female party members - such as flexible meeting times, travel support, childcare... Along with that, innovate Party cell activities in a practical direction, close to the people, spreading advanced examples. Each meeting must be a forum to discuss people's affairs, so that party members clearly see their pioneering role, and people feel the attraction and pride in striving to stand in the ranks of the Party...

The goal is to build a contingent of Party members with courage, responsibility, and attachment to the people so that the Party is truly "in the hearts of the people", trusted, loved, and protected by the people.
