Case of revocation of registration certificate and license plate from August 15

According to Article 23 of Circular 24/2023/TT-BCA, the following cases will have their vehicle registration certificates and license plates revoked:

1. The vehicle is broken and unusable, or destroyed due to objective reasons.

2. Vehicles that have expired and are not allowed to be circulated according to the law.

3. The vehicle is stolen, misappropriated and cannot be found, or the vehicle is abandoned. The vehicle owner requests to revoke the vehicle registration certificate and license plate.

4. Tax-free imported vehicles or temporarily imported vehicles of foreign agencies, organizations and individuals for re-export, transfer of ownership or destruction.

5. Vehicles registered in economic zones according to Government regulations when re-exported or transferred to Vietnam.

6. Vehicle registration, transfer and move procedures.

7. Vehicle engine and frame removed to register for another vehicle.

8. The vehicle has been registered but the vehicle documents are found to be fake or the vehicle has a conclusion from a competent authority that the engine number or frame number has been cut, welded, re-punched, erased or the license plate has been issued incorrectly.

According to current regulations in Circular 58/2020/TT-BCA, there are 11 cases of vehicle registration certificates and license plates being revoked.

Registration certificate and license plate revocation records from August 15

Article 24 of Circular 24/2023/TT-BCA stipulates that the dossier for revoking vehicle registration certificates and license plates includes:

- Cases 1, 2, 3 in section 1, the recall documents include:

+ Vehicle registration and license plate revocation declaration;

+ Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA;

+ Vehicle registration certificate;

+ Vehicle license plate;

- In cases 4, 5, 6, 7 in section 1, the recall documents include:

+ Vehicle registration and license plate revocation declaration;

+ Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA;

+ 02 copies of engine number and chassis number;

+ Vehicle registration certificate;

+ Vehicle license plate;

In case of moving the original owner, the vehicle owner does not have to return the license plate, except in the case of a vehicle registered with a 3 or 4-digit license plate, in which case the 3 or 4-digit license plate must be returned;

In case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the registration and license plate revocation declaration;

+ Copy of vehicle ownership transfer documents as prescribed in Clause 2, Article 11 of Circular 24/2023/TT-BCA (except in case of transfer of original owner).

In case the vehicle belongs to a diplomatic mission, consular office, representative office of an international organization in Vietnam or a foreign individual who is a member of such agency or organization, there must be a Letter of Introduction from the State Protocol Department (for diplomatic missions, representative offices of international organizations) or the Department of Foreign Affairs (for consular offices).

- In case 8 in section 1, the vehicle registration authority decides to revoke the vehicle registration and license plate, without having to have a revocation record.

Procedures for revoking vehicle registration certificates and license plates from August 15

Procedures for revoking vehicle registration certificates and license plates are specified in Article 25 of Circular 24/2023/TT-BCA as follows:

- Implement online public services throughout the process, for cases 1, 2, 3, item 1:

+ Vehicle owners declare the vehicle registration and license plate revocation declaration on the public service portal and submit the vehicle registration certificate and license plate to the vehicle registration authority via postal service;

+ After receiving and checking valid documents, the vehicle registration authority will return the results of the registration revocation certificate and license plate to the vehicle owner on the public service portal.

- Implement partial online public services for the remaining cases of section 1:

+ Vehicle owners declare the vehicle registration and license plate revocation declaration on the public service portal; provide the vehicle registration file code online and submit the revocation file according to the provisions of Article 24 of Circular 24/2023/TT-BCA; receive an appointment to return the vehicle registration results according to the regulations;

+ After receiving and checking valid documents, the vehicle registration authority will issue a certificate of registration and license plate revocation according to regulations; 01 copy will be returned to the vehicle owner; 01 copy will be kept in the vehicle file.

In case of revocation according to 4, 5, 6, 7 in section 1, the certificate of revocation of registration and license plate must have a copy of the engine number and chassis number affixed and the vehicle registration authority's seal on the copy of the engine number and chassis number affixed.
