Things Dak Nong needs to do immediately to adapt to EUDR regulations

The deadline for large enterprises to comply with the EUDR regulations is 30/12/2025, and for small, medium and micro enterprises it is 30/6/2026.

From now on, companies will not be able to export coffee to the European market without proving that their products have not been linked to deforestation after December 31, 2020.

There is only 1 year left while the workload is huge, Dak Nong province needs to act quickly, effectively and accurately to meet this regulation.

The deadline for large exporting businesses to prepare to comply with EUDR regulations is December 30, 2025.

According to Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development, the province has taken many early actions to adapt to the regulations of EUDR. However, there is still a large amount of work to do to meet the various criteria.

Specifically, the implementation of the EUDR regulations still faces many difficulties and challenges. That is, the guidance documents and related documents are limited.

The database on forests and growing areas of the province is not synchronized and detailed down to each plot and garden. Traceability and registration of growing area codes of the province are facing many difficulties.

The participation and support of relevant parties; purchasing and exporting enterprises are still limited. Resources and techniques to implement the necessary contents and intervention solutions of the province in dealing with EUDR regulations are facing difficulties.

5 important steps

According to experts, there are 5 important steps that Dak Nong needs to do immediately to adapt to EURD regulations: build and recognize a database of growing areas; establish criteria for zoning according to the level of risk appropriate to the local reality for each industry; build a database of orchards; build and deploy a system to trace the origin of products by region; build a mechanism to share and respond to product information.

First of all, Dak Nong needs to quickly build a standard data set on forests and non-deforestation growing areas. This data set must be specific, accurate, ensure consistency, and be updated annually to facilitate businesses in exporting coffee.

Mr. Bui Duc Hao, representative of the Vietnam Sustainable Trade Initiative (IDH), said that a synchronized data set on forests and plantation areas is very important.

Regarding this, at the Workshop on EUDR regulations held in Gia Nghia City in November 2024, Mr. Bui Duc Hao, representative of the Vietnam Sustainable Trade Initiative (IDH), said that having a synchronized data set on forests and planting areas is very important.

According to Mr. Hao, IDH has implemented a project to build a database of growing areas in Lam Dong and Dak Lak. IDH has built a data framework on forests and growing areas.

The data includes the foundation of agricultural and forestry land use planning; forests, cadastral records, and land without cadastral records. These are experiences and methods that Dak Nong can learn from, refer to, and shape appropriate methods to meet EUDR regulations.

Cocoa is one of the agricultural products of Dak Nong affected by EUDR regulations.

Also at the above workshop, Mr. Bach Thanh Tuan, Vice President of the Vietnam Coffee - Cocoa Association, said that Dak Nong has actively taken action to adapt to EUDR, but the most important thing is still coordination to produce a standard data set on forests and growing areas.

Dak Nong needs to support localities and businesses to propose the action framework of the Ministry of Agriculture and Rural Development on EUDR regulations and legalize it to put it into practice in a systematic way.

The application of science and technology is necessary to digitize and accurately collect domestic and international data on the province's agricultural production areas.

Mr. Nguyen Tien Dung, Director of Agricultural Development, Simexco Dak Lak Import Export Company Limited, said that businesses need to be more active in participating in activities related to EUDR regulations.

Mr. Truong Tat Do, Department of Forestry, Ministry of Agriculture and Rural Development said that the Department will actively coordinate with Dak Nong to build a map of growing areas according to the model of good response, risk, high risk. Dak Nong authorities and functional agencies will soon confirm the specific agricultural production area of each region to ensure consistency and legality of data.

Dak Nong actively consults with all parties to have a standard growing area data set to adapt to EUDR regulations.

Providing more information on this content, Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development, affirmed that the unit is promoting coordination with departments, branches and localities to have unified and clear figures and has had initial results.

From here, the province has a database and map of the area of deforestation origin after December 30, 2020. The province builds a map of forests and forest land for the whole province to integrate into the national database, creating a system of data, maps and forest information that meets the requirements of EUDR regulations.

From the data set, the province can easily take the next steps to build and recognize a database of growing areas; build a database of orchards including GPS and Polygon positioning for each orchard; build a mechanism for sharing and responding to information...

In the immediate future, the two sides agreed to implement the model in 1-2 districts in Dak Nong. From these models, they will orient and propose intervention solutions to support other areas.

A growing area database and traceability that meets EUDR regulatory requirements is a fundamental requirement.

Within the framework of the Project on Comprehensive Sustainable Landscape Management through a Deforestation-Free Sustainable Development Approach in Lam Dong and Dak Nong, Vietnam (iLandscape), the Department of Agriculture and Rural Development, with the support of the Ministry of Agriculture and Rural Development, IDH and UNDP, reached a consensus on building a provincial coffee industry forum.

This is one of the strategic steps to strengthen coordination among stakeholders, ensuring sustainable coffee production and trade in accordance with EUDR regulations.
