At this time, the driver did not comply but accelerated and fled. Due to the surprise, Captain Nguyen Quang Hanh, an officer of the Traffic Police Department of Ha Long City Police, was forced to cling to the car door.

During that process, Captain Nguyen Quang Hanh tried to prevent it, at the same time pulled the handbrake, jerked the gear lever and turned off the car key.

The driver was later identified as Mr. Nguyen Van Quang (born in 1967, residing in Dai Yen ward, Ha Long city).

The examination results of the doctors at Bai Chay Hospital showed that Mr. Quang’s health was completely normal. Currently, the authorities have temporarily detained the vehicle to investigate and handle the driver according to the law.
