Netanyahu is considering siege tactics against Hamas in northern Gaza.

Prime Minister Netanyahu's office did not respond to a request for comment. The reports cited several anonymous sources from a closed-door meeting of the parliamentary committee.

The plan, submitted by a former army commander and circulated by several members of the Israeli parliament over the past month, suggests that Palestinian civilians could be asked to evacuate northern Gaza, which could then be declared a blockaded war zone.

An estimated 5,000 Hamas members still in the area will be surrounded until they surrender. Army Radio reported that Netanyahu told lawmakers in the Israeli parliament's defense and foreign affairs committee that the plan was being considered.

The draft is "appropriate" and "this is one of the plans being considered but there are several others besides," public broadcaster Kan quoted Netanyahu as saying.

Israel has faced fierce criticism from the international community over the humanitarian crisis stemming from its nearly year-long campaign against Hamas in Gaza.

Much of Gaza’s population has been forced to flee. The UN estimates that around 1 million people – about half of Gaza’s population – are being squeezed into humanitarian-designated areas that cover less than 15% of the territory and are severely lacking in infrastructure and essential services.

The UN also said humanitarian access to northern Gaza, whose population is between 300,000 and 500,000, is particularly difficult.

The war in Gaza broke out after Hamas gunmen attacked Israel on October 7, 2023, killing 1,200 people and taking 250 hostages.

More than 41,000 Palestinians have been killed in Israel's response, with the Gaza Health Ministry saying the vast majority of those killed were civilians.

346 Israeli soldiers have been killed in Gaza, and the force claims at least a third of the Palestinians killed were Hamas gunmen.
