Strive to develop 1,000 pioneering enterprises by 2030

On October 21, in Da Nang, the Department of Private Enterprise and Collective Economy Development (Ministry of Finance) in collaboration with the APEC Initiative - Canada Growing Business Partnership and the Center for Innovation and Incubation, Foreign Trade University organized a policy consultation program on Pioneering Enterprise Development and Inclusive Business.

Information at the program, to concretize the policies and orientations of the Politburo in Resolution No. 68-NQ/TW on private economic development, Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on special mechanisms and policies for private economic development. Accordingly, the State is required to develop and allocate budget to implement the "Program to develop 1,000 typical and pioneering enterprises" in science and technology, innovation, digital transformation and green transformation, high-tech industry, and supporting industry.

The specific goal by 2030 is to have 1,000 pioneering enterprises, 20 large enterprises participating in the global value chain, and 200 fast-growing pioneering enterprises. The average investment rate for R&D is 3%/revenue; each pioneering enterprise owns at least 1 patent or technological solution. All pioneering enterprises fully or partially apply ESG sustainability standards.

Opinions at the program stated that a pioneering enterprise is an enterprise with technological capacity, innovation, high productivity and outstanding competitiveness in a field of the economy ; plays a leading role, leading the industry, strategic field; creates a spillover effect in the value chain, contributing to improving the national position. Delegates proposed to clarify policies so that enterprises in many key areas of the Central region that are focusing on development, can meet the conditions to be a pioneering enterprise such as semiconductor chips, cultural industry...
