Strive to complete at least 17,000 social housing apartments by 2025

Although important results have been achieved, social housing development still has shortcomings; some localities have not really paid attention to social housing development; social housing development targets have not been included in the local annual and 5-year socio-economic development plans.

The whole country has 692 social housing projects, equal to 59.6% of the target.

The Ministry of Construction said that in the first 9 months of 2025, the provinces of Bac Ninh, Quang Ninh, Nghe An, and Lao Cai completed over 50% of the assigned social housing development targets.

Localities likely to complete or exceed the social housing development target by 2025 include: Hai Phong, Hue, Tuyen Quang, Thai Nguyen, Phu Tho, Hung Yen, Bac Ninh , Quang Ninh, Nghe An, Tay Ninh, and Ca Mau.

Currently, the whole country has 692 social housing projects being implemented with a scale of 633,559 units.

Localities capable of completing over 50% of the social housing development target include: Hanoi , Ho Chi Minh City, Da Nang, Can Tho, Lao Cai, Ninh Binh, Quang Ngai, Dak Lak, Dong Nai, Dong Thap, An Giang.

Localities achieving less than 50% include: Lang Son, Thanh Hoa, Ha Tinh, Quang Tri, Khanh Hoa, Gia Lai, Lam Dong, Vinh Long.

Some localities have not yet had projects started or invested in construction, including: Cao Bang, Son La, Dien Bien, Lai Chau.

According to statistics from the Ministry of Construction, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 units, of which: 165 projects have been completed, with a scale of 110,436 units; 147 projects have started construction and are being implemented with a scale of 135,033 units; 380 projects have been approved for investment policy, with a scale of 388,090 units.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project to invest in building at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021 - 2030.

According to the assessment of the Ministry of Construction, although important results have been achieved, the development of social housing still has some shortcomings, limitations and inadequacies.

The Ministry of Construction pointed out that some localities have not really paid attention to social housing development; have not included social housing development targets in the local annual and five-year socio-economic development plans; and have not established a Steering Committee for social housing development.

The Ministry of Construction assessed that the number of completed social housing projects has not met the target. Some social housing projects have started but have not yet been implemented or are being implemented behind schedule.

Although localities have allocated large land funds, sufficient in quantity, for the development of social housing, the "quality" of this land fund is not yet guaranteed. Many social housing plots are planned and arranged inappropriately, in places far from the center, lacking connections in technical infrastructure and social infrastructure, so they cannot be put into use immediately. The site clearance work is slow, leading to the failure to hand over the site to the investor, affecting the project progress.

According to the Ministry of Construction, many localities have not yet allocated local budgets to carry out compensation, support, resettlement, and investment in technical infrastructure to have clean land funds. In addition, some selected social housing project investors do not have sufficient financial capacity and experience, leading to slow project implementation.

Urgently urge the development of social housing

Regarding the tasks and solutions for developing social housing in the coming time, the Ministry of Construction said that the Ministry will continue to preside over and coordinate with the Ministry of Finance to research, develop and submit to the Government in September 2025 a draft Decree on the establishment and organization of the National Housing Fund; a draft Decree amending Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing.

At the same time, continue to inspect and urge localities and enterprises to promote investment in social housing construction, ensuring the goals assigned by the Prime Minister.

The Ministry of Construction requested provinces and cities to urgently complete the Steering Committee for social housing development in localities.

The Ministry of Construction requested the Ministry of National Defense and the Ministry of Public Security to preside over and coordinate with provincial People's Committees to implement housing construction investment projects for the armed forces under their management; and start construction of social housing according to targets assigned by the Prime Minister.

Propose the Vietnam General Confederation of Labor to start construction of social housing according to the targets assigned by the Prime Minister.

Regarding the State Bank, the Ministry of Construction proposed to continue coordinating with relevant ministries and branches to vigorously promote the disbursement of the 120,000 billion VND credit program for loans for social housing and workers' housing.

For localities, the Ministry of Construction recommends urgently completing the Steering Committee for social housing development of the locality, headed by the Secretary or Chairman of the Provincial/City People's Committee; focusing on directing and urging investors to deploy investment in the construction of social housing projects, striving to complete the assigned targets in the Decision adjusting the assignment of targets for completing social housing in 2025 and the following years until 2030.

The Ministry of Construction requests that for localities where no social housing projects have yet started construction, it urgently directs departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits, etc., to social housing project investors to start construction and investment in 2025.

For completed projects, investors are required to urgently complete procedures and widely announce on mass media to proceed with sales to the people.

For projects in the completion stage, it is necessary to urge investors to concentrate resources, construct according to the committed schedule, and complete in 2025.

For the remaining projects and projects that have just started construction in 2025, the locality will work directly with investors to review progress and adjust project progress; prioritize administrative procedures, grasp and promptly resolve difficulties and problems..., create all conditions for investors to implement the project; require investors to focus resources, construct with the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 17,000 apartments in 2025 and create the basis for completing targets in the following years.

Localities urgently review planning and allocate land funds for social housing construction in suitable and convenient locations, with reasonable scale, ensuring adequate technical and social infrastructure. At the same time, it is necessary to synchronously develop infrastructure systems such as electricity, water, transportation, culture, education, health, sports, etc., to meet people's needs as well as effectively use public investment capital, contributing to promoting growth./.
