Many outstanding science and technology results in September
At the Press Conference, Mr. Dong Hai Ha, Deputy Chief of Office of the Ministry of Science and Technology, said that in September 2025, the science and technology sector achieved many outstanding results. The Ministry of Science and Technology issued a number of important documents, such as: Official Dispatch No. 16 on responding to super typhoon Ragasa; Plan to organize Vietnam International Digital Week 2025; List of statistical indicators serving the management of intellectual property.
The Ministry of Science and Technology also directed and coordinated the organization of a series of events: The 7th National Innovative Startup Forum in Quang Ninh; Seminar on building a strategic technology framework; Workshop to support businesses in improving the quality of their dossiers; Conference to announce the Global Innovation Index (Vietnam ranked 44/139, among the 9 fastest improving middle-income countries); APIX32 Conference in Da Nang on Internet resource management with more than 800 international delegates; Workshop on the impact and policy response to artificial intelligence (AI); Conference to disseminate the Law on Digital Technology Industry...
Regarding the law-making work, the Ministry of Science and Technology will complete and submit to the Government : Draft Decree amending Decree No. 73/2019/ND-CP regulating the management of investment in information technology applications using state budget capital and Decree No. 82/2024/ND-CP amending and supplementing a number of articles of Decree No. 73/2019/ND-CP dated September 5, 2019 of the Government regulating the management of investment in information technology applications using state budget capital.
In October 2025, the Ministry of Science and Technology will also focus on receiving and explaining the opinions of the National Assembly Standing Committee, completing 4 draft laws, including: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring the progress of submitting to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly. The Ministry of Science and Technology is also developing and submitting to the Government for submission to the National Assembly the draft Law on Artificial Intelligence. Accelerate the development, completion and submission to the Government of Decrees guiding the implementation of 4 Laws recently passed by the National Assembly at the 9th session of the 15th National Assembly.
Notably, the Law on Technology Transfer (amended) is being completed with 6 new policy groups, focusing on: Expanding the scope of regulation to strategic technology and green technology; promoting endogenous technology transfer; creating financial and legal incentives to encourage commercialization of research results; requiring international contractors to commit to technology transfer and training Vietnamese human resources; developing a professional science and technology market; enhancing the role of technology exchanges and innovation centers.
In addition, the Ministry is also building a National Digital Architecture Framework, ensuring connectivity, synchronization, and interoperability between agencies (Party, State, Fatherland Front and socio-political organizations), in accordance with the government model from the Central to the commune level; Decision to amend and supplement the National Postal Code for wards, communes and equivalent administrative units when rearranging administrative units according to the Resolution of the National Assembly; Project to form large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic digital technology, and network security.

In September 2025, the Ministry of Science and Technology recorded impressive results, with the total revenue of the whole industry estimated at nearly 499 billion VND, a sharp increase of 22.6% over the same period last year, contributing more than 107 billion VND to the national GDP. This affirms the central role of science and technology in promoting digital economic growth and sustainable development.
Notably, compared to the same period in 2024, the Ministry of Science and Technology's online application rate reached 39.85%, an increase of 4.24%. ICT industry revenue reached VND 478,539 billion, an increase of 9.4%. Postal output in July is estimated at 330 million postal items, an increase of 18.7%. Vietnam's mobile network speed ranked 19th globally (148.64 Mbps), up 29 places. The total number of published standards is 40 TCVN; the number of ISO/IEC standards accepted as TCVN is 36 TCVN. Total transactions on the National Data Integration and Sharing Platform (NDXP): 3.3 billion successful transactions as of July 18, 2025. The VQII quality infrastructure index in June increased by 2.054%, contributing an estimated 0.87 billion USD to GDP. Mobile game downloads in Vietnam in the first 6 months of the year reached 5.2 billion, expected to exceed 10.3 billion by the end of the year. Revenue from major e-commerce platforms is expected to reach 387.5 trillion VND, up 21.5%. Vietnam's AI economic scale is expected to reach 120-130 billion USD by 2040.
Another notable result is that on September 16, 2025, the Ministry of Science and Technology re-auctioned the right to use radio frequencies for the 703-713 MHz and 758-768 MHz bands (B1-B1' bands) and 723-733 MHz and 778-788 MHz bands (B3-B3' bands); VNPT was the winning bidder for the B1-B1' band with a price of VND 1,995.613 billion. Thus, after Viettel, VNPT is the second network operator to win the 700 MHz band auction for 4G and 5G, helping telecommunications businesses expand and improve coverage quality.
National event series: Honoring tradition, promoting innovation and international integration
At the Press Conference, Deputy Minister of Science and Technology Bui Hoang Phuong said that in the coming time, the Ministry of Science and Technology will organize many important events such as the 80th Anniversary of the Post and Telecommunications Industry, the 66th Anniversary of the Science and Technology Industry and the 1st Patriotic Emulation Congress; National Innovation Day 2025 and the Vietnam International Innovation Exhibition 2025, gathering hundreds of domestic and foreign enterprises, expected to attract 40,000 visitors.
According to the Deputy Minister, this is a special occasion of profound significance, marking the 80-year journey of formation and development of the Post and Telecommunications sector, and honoring the 66-year contribution of the Science and Technology sector to the cause of building and defending the Fatherland. The event not only recognizes and pays tribute to generations of leaders, cadres, scientists and businesses who have made great efforts, but also arouses pride, the spirit of innovation and the will to develop breakthroughs in the new period.
In addition, the Department of Innovation (SATI), Ministry of Science and Technology will coordinate with the National Innovation Center (NIC) to organize the National Innovation Day 2025 from October 1 to 3, 2025, in conjunction with the Vietnam International Innovation Exhibition 2025. This is a key event, connecting the national innovation ecosystem, promoting links between management agencies, businesses, research institutes, universities and international organizations. The event is expected to attract more than 40,000 visitors, hundreds of domestic and foreign businesses, displaying new products and technologies in 11 key areas. At the same time, many activities of announcements, exchanges, forums, and STEM programs will take place, contributing to promoting the innovation ecosystem. The event affirms the strategic role of science, technology and innovation (STI) in socio-economic development, honors breakthrough creative ideas, and contributes to promoting the STI ecosystem.

At the Press Conference, Ms. Vu Thi Tu Quyen, Deputy Director of the Department of International Cooperation, said that the Ministry of Science and Technology will coordinate with the People's Committee of Ninh Binh province to organize the Vietnam International Digital Week 2025 (VIDW 2025) from October 27 to 29 in Ninh Binh and Hanoi. This is an annual international forum to promote cooperation and connection between the Government, international organizations and the business community in the field of digital technology.
VIDW 2025 is expected to attract 500 - 1,000 delegates from more than 30 countries, including Ministers from ASEAN and African countries, partners such as Australia, South Korea, the United States; senior leaders of international organizations such as ITU, the United Nations, ASEAN, World Bank, and the EU. Global technology corporations such as Starlink, Qualcomm, SK, Ericsson, Nokia, Huawei, O-RAN Alliance and Vietnamese enterprises such as Viettel will also attend.
With the theme "AI Institution", VIDW 2025 is designed with a "1+6" structure: including a Ministerial roundtable and six key topics, along with many technology demonstrations, bilateral meetings, cultural and foreign exchanges.

With a series of national and international events, along with impressive economic and technical results, September and October 2025 are considered an important breakthrough period for Vietnam's science and technology sector, affirming the pivotal role of science, technology and innovation in digital economic development and international integration.
