Lai Chau Provincial Inspectorate has just issued an inspection conclusion pointing out many violations, requiring the recovery of billions of dong in the settlement of state budget investment capital for projects completed and put into use in 2022 - 2023; The management and use of capital sources of the National Target Program at Phong Tho District People's Committee.
In the period of 2022-2023, Phong Tho district has 108 completed projects put into use... with a total investment of more than 185 billion VND. In addition to the achievements, the settlement of completed projects and the implementation of National Target Programs in Phong Tho district such as: sustainable poverty reduction, socio -economic development of ethnic minority and mountainous areas in Phong Tho district still has a series of shortcomings and violations.
According to the conclusion of the Lai Chau Provincial Inspectorate, the time for preparing, appraising and approving the final accounts of some completed projects in Phong Tho district is still slower than the regulations. Some bidding packages have not been implemented in accordance with the provisions of the law on bidding. The determination of investment cost items proposed for final accounts of some projects still has errors in calculating the volume, applying unit prices... leading to a difference in the amount of money through inspection and recommended handling of more than 423 million VND.
In addition, the allocation of funds for the implementation of National Target Programs is mainly based on the registration of needs of units and People's Committees of communes and towns, without carefully considering and evaluating the allocation criteria according to regulations. Allocating funds for the maintenance and repair of some works to units that are not the asset management and usage units.
The implementation process of some contents and activities of the Projects, Sub-projects, and components of the Program at the inspected units still has limitations and shortcomings in the processes, procedures, and components of the dossier according to the regulations and instructions for implementing the Program of the relevant ministries and branches. Some units still have confusion in accounting, payment, and settlement of capital sources for implementing the Program.
The inspection team inspected 42 works and projects (including 24 projects invested by Phong Tho District Project Management Board, 18 projects invested by Commune People's Committees) and discovered a number of violations. Accordingly, the survey, design, and budget preparation work did not ensure the content, leading to 21 projects incorrectly calculating the cost of appraising the technical and economic reports; 3 projects incorrectly calculating the cost of consulting to prepare the technical and economic reports; 4 projects incorrectly calculating the cost of reviewing and approving the final settlement; 27 projects incorrectly calculating the volume/unit price. The total difference in value was more than 655 million VND.
Regarding contractor selection, the inspection team discovered that 28 bid packages were late in posting contractor selection plans/contractor selection results; 6 construction and installation bid packages had 2/4 members of the bidding expert team without a bidding practice certificate as prescribed; 11 construction and installation bid packages, the bidding document evaluation expert team had members with expired bidding practice certificates... Regarding the final settlement of completed projects, 14/40 projects did not ensure the time to prepare settlement documents, 6/40 projects did not ensure the time to review the settlement.
Inspecting the actual construction and current status of some items of 5 works/projects invested by Phong Tho District Project Management Board and 12 works/projects invested by the People's Committees of communes, the inspection team discovered that many locations scattered on the road had surface peeling phenomenon. In addition, there were works that had not arranged expansion joints, filled the roadside, the concrete thickness in some locations did not meet the design requirements... leading to a difference of 64 million VND in the acceptance and payment value and the value determined through actual inspection.
The Lai Chau Provincial Inspectorate determined that the limitations and shortcomings are the responsibility of the Chairman of the District People's Committee in the general direction and management work and the Vice Chairmen of the District People's Committee assigned to be in charge of each field. On the other hand, the direct responsibility belongs to the leaders, civil servants, and professional officials of the units assigned to manage and use the capital sources of the programs.
Based on the violations discovered, the Inspection Agency recommended that Phong Tho district recover and pay to the State budget the amount of 1 billion 063 million VND. At the same time, it recommended that the Chairman of Phong Tho District People's Committee organize a review and clarify the responsibilities of related organizations and individuals.
Talking to Dai Doan Ket Newspaper reporter, Mr. Trinh Van Doan - Vice Chairman of Phong Tho District People's Committee informed that the district has issued a document directing units to implement the inspector's recommendations. Regarding the review of the responsibilities of related organizations and individuals, according to Mr. Doan, the district assigned the communes to review first. After the communes finished reviewing, the district would organize the review.
