In the Notice of Conclusion No. 200/TB-VPCP of the conclusion of Deputy Prime Minister Tran Hong Ha at the working session with the Vietnam Association for Promoting Education, the Deputy Prime Minister requested that the Association promote the intelligence and enthusiasm of the majority of members and all levels of the Association in participating in perfecting and innovating policies, strategies and developing educational and training philosophies in accordance with cultural traditions, the requirements of national development in the new period and the development trends of the times.

Contribute, criticize, and synchronously develop policies and laws on education and training; participate in contributing opinions in the process of summarizing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration and issues of social concern such as tuition policy, general education textbooks, universal education for preschool children, socialization of education, issues of streaming and career orientation, etc.

In particular, the Deputy Prime Minister requested the Association for Promotion of Education to continue to play a core role in linking and coordinating with organizations and social forces to participate in promoting education, talent, and building a learning society. Develop movements to promote education and talent with the construction of a healthy educational environment; models of learning families, learning clans, learning communities and learning units to summarize and replicate effective models.

At the same time, direct the Association at all levels to continue to mobilize people to actively study, learn for life, improve people's knowledge and labor productivity; participate in educational management innovation activities, build a set of criteria to rank educational institutions scientifically and independently, based on assessments from businesses, people, and students, and at the same time harmonize with international standards.

Develop the Scholarship Fund in a diverse and effective manner to support students to overcome difficulties in their studies and access high-quality education and higher education.

Also in this Conclusion Notice, the Deputy Prime Minister assigned the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Justice and relevant agencies to review and propose competent authorities to promulgate legal regulations to institutionalize the Party's policies on universal education, building a learning society, ensuring consistency and connectivity between levels and types of education and training (general education, vocational training, college, university, postgraduate) to encourage and create the best conditions for learners to have lifelong learning opportunities; effectively use and maximize available resources, avoid waste and cause difficulties for learners.

The Ministry of Education and Training needs to carry out the task of placing orders with the Central Committee of the Vietnam Association for Promoting Education in the summary of Resolution No. 29-NQ/TW to propose policies and guidelines for fundamental and comprehensive innovation in education and training in accordance with the country's development requirements and global trends; and to develop content and programs suitable for learning subjects and ages.

Along with that, ministries, branches, Party committees and local authorities need to have a new approach, proactively implement the work of promoting learning, promoting talents, building a learning society, lifelong learning; pay attention to and mobilize investment resources to build and develop institutions and environments for a learning society, serving lifelong learning in libraries, museums and cultural centers; promote digital transformation to create conditions for people to have equal opportunities in accessing open and flexible knowledge systems with many models, thereby forming habits, developing self-learning capacity, contributing to improving people's knowledge and building a learning society in Vietnam.
