Spreading the spirit of lifelong learning
Implementing the direction of the Ministry of Education and Training and the Provincial People's Committee, since 2023, Dien Bien has concretized the movement "The whole country competes to build a learning society, promote lifelong learning" into the key tasks of the sector. Plan No. 6237/KH-UBND of the Provincial People's Committee and Plan No. 1635/KH-SGDĐT of the Department of Education and Training have created a clear orientation framework, bringing the movement from documents into practice.
In the 2024-2025 school year, the Department of Education and Training has coordinated with many departments, branches and sectors to implement many outstanding activities. A typical example is the 4th Vietnam Book and Reading Culture Day in 2025, an event that affirms the role of reading culture in forming a learning society. In addition, the Coordination Program No. 2242/CTr-SGDĐT-HKH between the Department of Education and Training and the Provincial Association for Promotion of Education continues to be maintained, contributing to spreading the spirit of promoting learning and talent to each family and community.
Dien Bien also focuses on connecting formal education with continuing education. Continuing education centers, vocational training centers, foreign language centers, and information technology centers are enhanced to meet diverse learning needs. The connection between school education and family and society is strengthened, from training students in ethics and lifestyle to taking care of their spiritual and material lives, encouraging them to develop their strengths, overcome difficulties and excel in their studies.

Outstanding results in building a learning society
The persistent efforts of the Dien Bien education sector have brought about telling numbers. In the first 6 months of 2025, the whole province had more than 104 thousand families registered for "Learning Families", reaching more than 71% of the total number of households. The number of clans participating in the "Learning Clan" movement reached nearly 68%, while the "Learning Community" reached 87.47%. In particular, "Learning Units" reached more than 98%, covering almost the entire area.
At the individual level, the rate of citizens registering to strive to become “Learning Citizens” in groups 3 and 4 reached over 98%. This is a clear demonstration of the strong spread of the movement, turning learning into a permanent need, closely linked to the daily lives of the people.
Along with that, Dien Bien has been recognized to have achieved the standard of eliminating illiteracy level 2, universalizing primary and secondary education level 3, completing the important goal set by the Resolution of the Provincial Party Congress. This is a great step forward, affirming the determination of the entire political system in improving people's knowledge and developing human resources.

Innovative models and community collaboration
Dien Bien not only achieved achievements in numbers, but also left its mark with a series of creative and humane models. The armed forces units were a bright spot when the Provincial Border Guard maintained the programs "Helping children go to school" and "Adopted children of Border Guard Stations", helping hundreds of students in border areas continue their studies. The Provincial Police Youth Union organized the project "Going to school with children" and the model "Adopted children of Commune Police", providing support for many orphaned and disadvantaged children. The Women's Union at all levels implemented the program "Godmother", contributing to sharing and supporting children lacking love.
In particular, Nam Po district with the model of “Pho yeu thuong” has become a spreading example. Hot bowls of pho delivered to poor students not only fill their stomachs but also warm their hearts, encouraging them to attend class more regularly. These initiatives have turned the movement to build a learning society into a concrete, close action, helping each day at school to truly be a happy day.
Towards sustainable goals
As the standing agency of the Steering Committee for PCGD-XMC, the Department of Education and Training of Dien Bien continues to advise the Provincial People's Committee on implementing policies to expand the scale and improve the quality of lifelong learning. Circular 24/2023/TT-BGDDT and Circular 25/2023/TT-BGDDT have created an important legal corridor for recognizing "Learning Units" and "Learning Communities" at many levels. In 2024, the whole province had 20 units recognized as Provincial Learning Units at Level 1, creating a foundation for long-term development.
In the coming period, Dien Bien will continue to promote successful innovative models, while linking the lifelong learning movement with the digital transformation trend, so that all citizens can learn anytime, anywhere. The ultimate goal is to form high-quality human resources to meet the requirements of educational innovation, socio-economic development and international integration.
The movement “The whole country competes to build a learning society” in Dien Bien is therefore not only the task of the education sector, but has become the responsibility and pride of the whole community. With the consensus of the whole society, Dien Bien is gradually affirming its position as one of the leading localities in the journey to create a learning society, sustainable and humane.
