With the motto "Emulation is patriotism, patriotism requires emulation", many specific movements have been spreading strongly, entering the daily lives of the people.

Diverse forms

Patriotic emulation is a great driving force to promote socio-economic development, build a clean and strong Party and political system. Therefore, the Provincial Party Committee, People's Council and People's Committee always determine that emulation movements must be practical, effective, and closely follow the political tasks of the locality. On that basis, many movements have been widely launched, such as: "Tuyen Quang joins hands to build new rural areas", "Good workers, creative workers", "All people unite to build cultural life in residential areas", "Eliminate temporary houses, dilapidated houses for poor households"... Along with that, emulation movements in the field of administrative reform and building office culture have been widely deployed in all agencies and units. From just stopping at the form of signing commitments, it has now moved to the model of "scoring office culture" every year. Thereby, the sense of responsibility and attitude of serving the people of the staff, civil servants and public employees have clearly changed, contributing to improving the Administrative Reform Index (PAR Index) and the Satisfaction Index of Administrative Services (SIPAS) of the province.

According to comrade Tran Van Tien, Head of the Provincial Emulation and Rewards Committee: The current emulation movement is diversified with many lively and effective methods. At the grassroots level, many localities organize emulation launching ceremonies associated with cultural and sports festivals, creating a vibrant atmosphere right from the beginning of the year. At agencies and units, the form of emulation covenants by topic and by quarter is applied, helping the movement have specific, clear goals, easy to monitor and evaluate. In addition, competitions, competitions, performances, and seminars are also held regularly to encourage cadres, party members and the masses to promote initiatives, improve techniques, and increase labor productivity.

A highlight in the innovation of emulation forms in Tuyen Quang is that the Department of Home Affairs and the Provincial Emulation and Rewards Committee have advised the province to implement emulation in clusters and blocks, attaching responsibility to collectives and units in performing political tasks. Every year, emulation results are public and transparent, creating healthy competition, encouraging collectives and individuals to strive to improve. Local press and media agencies also actively open special pages and columns "Good people, good deeds", contributing to multiplying typical examples and spreading the spirit of emulation in society.

Arouse faith and desire to rise up

Tuyen Quang is one of the leading localities in the country in implementing the emulation movement to eliminate temporary and dilapidated houses for poor households. The movement has aroused the responsibility to set an example and the spirit of solidarity in the whole society. Agencies, units, communes and wards mobilized union members, association members, soldiers and police to help households transport materials and support construction work days, in the spirit of solidarity "whoever has something to help", "whoever has merit helps labor, whoever has money helps money", so that no one has to live in leaky or dilapidated houses. In particular, many poor households and ethnic minority households are also supported with additional funds and materials to build houses in accordance with the identity and customs of each ethnic group.

From 2021 to 2025, the whole province has implemented the elimination of temporary and dilapidated houses for 15,064 households. Of which, 11,511 new houses were built; 3,553 houses were renovated and repaired. By the end of August 29, 2025, the plan had basically been completed. The emulation movement to eliminate temporary houses does not stop at building new roofs, but also builds trust and arouses the will to rise up of the people.

Comrade Hau A Lenh, Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: The completion of the elimination of temporary and dilapidated houses is a miracle of the province in caring for people's lives. The lessons learned during the implementation process are valuable experiences for implementing emulation movements, all for the goal of leaving no one behind.

Along with the elimination of temporary housing, the emulation movement to build office culture and a learning society has also been widely deployed, becoming an important criterion in assessing the level of civilization of society. In many agencies and units, the implementation of codes of conduct and public ethics has clearly changed.

Director of the Department of Home Affairs Do Anh Tuan said: Through the implementation of the movement "Cadres, civil servants, and public employees compete to practice office culture", 100% of agencies and units have developed a set of specific criteria; over 85% of cadres, civil servants, and public employees are assessed to have completed their tasks well and excellently, of which nearly 70% are "exemplary and leading". People coming to resolve administrative procedures are increasingly satisfied. According to the most recent survey by the Provincial Party Committee's Propaganda and Mass Mobilization Department, 92% of people surveyed are satisfied with the service attitude of the officials.

The movement to build a learning society and lifelong learning has breathed new life into cultural life. Tuyen Quang currently has more than 1,200 models of "Learning Families, Learning Clans, Learning Communities". Community learning centers in communes and wards are operating more and more effectively, attracting tens of thousands of people to participate in literacy classes, training in production skills, information technology, and foreign languages. Tuyen Quang, from a province with a high illiteracy rate after 1945, has now met the standards for eliminating illiteracy and universalizing primary and secondary education; over 98% of school-age children go to school.

Comrade Tran Thi Thoa, Head of the Na Hang Commune Culture Department, shared: “If in the past, the learning movement was only limited to schools, now people of all ages can participate. Lifelong learning not only improves knowledge, but also fosters cultural values ​​and preserves identity in the community.”

The creativity in organizing emulation movements, flexible solutions associated with the characteristics of each region, patriotic emulation movements in the cultural and social fields in recent times have been affirming their role, creating a great influence among the people, contributing significantly to the overall development of the province. From new roofs on high mountain tops, to satisfied smiles in the workplace, from community classes in remote areas to sustainable poverty reduction models... all have created a picture of a humane, united, and progressive society.
