At the same time, it is necessary to strengthen propaganda and mobilization so that people understand and agree with the province's development policies and orientations, creating consensus and unity in the implementation process.

The Construction Investment Project Management Board of Region I and Region II needs to focus on urging and requiring contractors to mobilize maximum human resources, machinery, and means, organize synchronous construction, and ensure progress and quality of construction items.

Functional units need to regularly review and grasp the difficulties and obstacles in each bid package along the route, promptly synthesize and report to the Provincial People's Committee to have a solution, remove bottlenecks, not to let the backlog and prolong the situation affect the overall progress.
