According to the Department of Agriculture and Environment, Dak Lak province has 2,989 fishing vessels registered on the National Fisheries Database System. Currently, 1,940 fishing vessels have valid fishing licenses; 1,049 fishing vessels have expired/not yet been granted fishing licenses.

The total number of fishing vessels that are not qualified to operate is 1,061 (accounting for 35.5%); including 961 fishing vessels that are not qualified to operate, 80 fishing vessels that do not exploit aquatic resources and have switched to aquaculture, 20 fishing vessels that have sunk, damaged, or abandoned but have not reported to have their fishing vessel registration deleted as prescribed.

In the aquaculture areas in Xuan Dai Bay and Cu Mong Lagoon, there are currently 134,612 aquaculture cages on an area of over 4,400 hectares; most of the farmers raise them spontaneously, leading to many problems in planning, management, and arrangement.

Regarding activities at fishing ports, Mr. Ha Vien, Director of the Fishing Port Management Board, said that after a long period of exploitation, Dan Phuoc and Tien Chau fishing ports are currently overloaded; the output of aquatic products through the port has exceeded 7,000 tons/year. The water area in front of the port and the channel into the port is silted up, making it difficult for ships to enter and leave the port. In particular, Dong Tac fishing port is planned as a type I fishing port (specialized tuna port), the output of aquatic products through the port is 15,000 tons/year, but the port has only been announced to open a type II fishing port.

To meet the requirements of the European Commission on combating IUU fishing and meeting the needs of fishermen, the Fishing Port Management Board proposes that the Provincial People's Committee consider investing in mechanization equipment for fishing ports in the province; assign additional land and water areas for fishing ports that meet the criteria of type I and type II fishing ports according to regulations...

Localities need to quickly complete procedures for the number of converted vessels, change the purpose to aquaculture, and remove the list of damaged and sunken vessels...

Functional sectors and localities focus on propagating, guiding, and helping fishermen raise their awareness of law compliance in fishing activities, strictly comply with inspection, and install voyage monitoring equipment according to regulations. Forces strengthen inter-sectoral coordination in mobilizing and controlling fishing activities at sea, preventing cases of illegal fishing, sending monitoring equipment to other vessels, and going to sea to fish without full licenses...

Comrade Nguyen Thien Van also requested the localities and relevant units to continue rearranging aquaculture cages according to the project. At the same time, prepare the best conditions, ready to welcome the inspection team of the European Commission, expected to inspect in October 2025.
