Deputy Prime Minister requests to not leave loopholes or mechanisms for asking and giving in electricity trading

The Government Office issued a Notice of the conclusion of Deputy Prime Minister Tran Hong Ha on the development and promulgation of a Decree regulating the mechanism for direct electricity purchase and sale between renewable energy generators and large electricity users.

According to the Deputy Prime Minister , the development of a Decree regulating the mechanism for direct electricity purchase and sale between renewable energy generators and large electricity users is of special importance, as a mechanism and policy to promote the development of electricity sources, especially in encouraging, attracting investment and developing a competitive retail electricity market.

The Ministry of Industry and Trade needs to report and explain more clearly and convincingly about the scope of the current Decree. In case there is sufficient basis, argument, and clear report, in the future it will apply to all types of power sources to ensure full compliance with the Resolution of the Politburo, Law and Resolution of the National Assembly.

However, it is necessary to immediately study the expansion of the scope of the Draft Decree to biomass power sources and power sources from waste in the spirit of encouraging renewable energy and green energy to protect the environment, not just limited to wind power and solar power.

Regarding the Direct Power Purchase Agreement (DPPA) policy, the Deputy Prime Minister requested research to develop an open policy, following the market mechanism; it is necessary to clearly define the forms of direct power purchase and sale, and at the same time stipulate the responsibilities of the buyer, seller, buyer and the State; the responsibility of state management for this policy, especially the inspection and supervision work to ensure healthy, safe and effective development, absolutely not leaving any loopholes or giving and receiving mechanisms.

In the case where the buyer and seller sign a direct contract and connect the power line directly to each other, without going through the national power grid system, the Deputy Prime Minister noted that it is necessary to stipulate clear mechanisms and policies, simple procedures to maximize incentives; not rigidly regulate the contract but let the parties negotiate according to market mechanisms.

The Deputy Prime Minister requested to clearly define and separate the direct electricity purchase and sale mechanism for rooftop solar power in industrial parks and residential areas.

In addition, the draft Decree needs to clarify the role and responsibility of the State, Vietnam Electricity Group (EVN) and the National Power System Dispatch Center in publicly and transparently announcing the load demand of each region, area and area and the dispatching capacity, calculating the transmission capacity, to announce the capacity of renewable energy sources that can be absorbed in the areas.

EVN must regularly provide information on the scale of renewable energy sources with signed power purchase contracts to report to the Ministry of Industry and Trade to have a suitable adjustment roadmap for base electricity types such as coal, gas, hydropower, etc.

The Government leaders also noted the need to develop and publicly announce costs to ensure accuracy and completeness when using transmission system services of EVN or third parties, electricity transmission service fees, infrastructure usage, and loss fees for buyers and sellers to consider.
