Closely coordinate with the press to effectively communicate policies

(Dan Tri) - Ministries, branches and localities need to closely coordinate with press agencies to carry out policy communication that has a great impact on people, businesses and society.

The results of the activities of the Councils at all levels in the first 9 months of 2025 show that the members of the Central Council and the local Councils have made efforts to implement the work of communicating policies and legal documents according to the assigned responsibilities in Decision No. 407/2022 of the Prime Minister approving the Project "Organizing policy communication with great impact in the process of building legal documents for the period 2022-2027", contributing to bringing policies and draft documents to people and businesses in a timely manner, orienting public opinion and creating social consensus.

However, besides the achieved results, there are still some ministries, branches and localities that have not really paid attention to promoting policy communication fully and promptly according to their functions and tasks.

Coordination in policy communication work between ministries, branches and localities, especially between ministries, branches and localities and key national press agencies, is sometimes not close and effective, according to Minister Nguyen Hai Ninh.

Therefore, the Central Council requires ministries, branches and localities to thoroughly grasp and seriously, responsibly, promptly and effectively implement policy communication work in the spirit of Resolution 66-NQ/TW and the provisions of the Law on Promulgation of Legal Documents, linking policy communication work with legal dissemination, education and legal aid.

Ministries and branches at the central and local levels assigned to preside over the development of policies and legal documents shall continue to proactively and responsibly organize and implement policy communication work right from the time of making policy proposals, during the process of drafting legal documents and in organizing law enforcement in accordance with the provisions of Clause 4, Article 68 of the Law on Promulgation of Legal Documents 2025, guiding documents and practical requirements.

At the same time, proactively update and post legal documents promptly and fully on the National Law Portal.

Ministries and agencies in charge of developing policies and legal documents at the central and local levels proactively implement or exchange and provide information, documents, and communication content and have a mechanism for ordering and closely coordinating with key national press agencies (VTV, VOV, VNA), specialized press agencies and other press agencies to implement policy communication that has a great impact on people, businesses and society.

VTV, VOV, and VNA are required to continue to strongly promote their roles and strengthen policy communication work; proactively coordinate with ministries, branches, and localities to diversify content, methods, and apply technology, digital platforms, and artificial intelligence (AI) in policy communication, and strengthen foreign communication and information in multiple languages.

According to assigned functions and tasks, members of the Central Council strengthen direction, inspection, and supervision of the implementation of policy communication, dissemination, legal education, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses to ensure improvement of the quality and effectiveness of this work.

The Standing Committee of the Central Council (Ministry of Justice) is responsible for guiding, urging, inspecting, synthesizing and reporting on the situation of policy communication, dissemination, legal education, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses according to regulations.

Provincial and municipal councils are responsible for directing and inspecting the implementation of policy communication, dissemination, legal education, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses in their localities, and reporting the results of activities to the Standing Committee of the Central Council (Ministry of Justice) within the prescribed time limit.

The Central Council for Coordination of Legal Dissemination and Education requests ministries, agencies and localities to seriously and effectively implement this document. During the organization process, if any problems arise, recommendations and proposals should be sent to the Ministry of Justice for synthesis and reporting to the Prime Minister.
