Following the province's roadmap, on May 20, 2024, the People's Council of Tam Vinh commune and the People's Council of Phu Thinh town met to pass a resolution on unifying the policy of merging commune-level administrative units in the area.

Although the time to implement the plan to arrange communal-level administrative units in Phu Ninh district was not long, the locality ensured the process and procedures; especially receiving the consensus of 100% of voters in Phu Thinh town and more than 96% of voters in Tam Vinh commune.

As a prestigious party member assigned to participate in propagating the policy of merging commune-level administrative units in the area, Mr. Pham Binh - Chairman of the Elderly Association of Tam Vinh commune said that most people agree with the merger project.

Tam Vinh currently has an agricultural labor force of more than 95%, people's lives are still difficult, so people request superiors to pay attention to investment so that after the merger, Tam Vinh can develop to be worthy of being an urban area of the district, especially in terms of infrastructure and transforming the local economic structure.

According to the merger project of the People's Committee of Phu Ninh district, the consolidation of the entire area and population of Phu Thinh town and Tam Vinh commune (2 administrative units that have not met the standards on area and population size) to establish a new administrative unit is suitable to the actual conditions of the locality.

Thereby, it aims to rationally organize public service units, streamline the apparatus, ensure management and operation requirements, and concentrate state and social resources for socio-economic development.

The name of the new administrative unit after the merger is Phu Thinh town, in accordance with Resolution No. 35 dated July 12, 2023 of the National Assembly Standing Committee and the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Retaining the name Phu Thinh town will facilitate the continued implementation of programs, tasks and attracting investment resources for urban development in the district center. Town residents do not have to change or adjust related documents.

Ensuring criteria for type V urban areas

Unlike other localities in the province with commune-level administrative units subject to reorganization in the 2023-2025 period, Phu Ninh implements a plan to merge commune-level administrative units with town-level administrative units to establish new urban administrative units.

With expanded space for development, can the new urban area - Phu Thinh town ensure the current criteria for a type V urban area?

Regarding this issue, Mr. Vu Van Tham - Secretary of Phu Ninh District Party Committee said that according to the district's statistics, the new urban area after the merger achieved 82 criteria, ensuring the standard of a type V urban area (regulations stipulate that 75 criteria or more are required to meet the standard of a type V urban area), of which 35 criteria were outstanding, the rest were achieved and achieved poorly.

After the merger, the district will make good use of resources, especially the investment resources for urban construction of about 30 billion VND/year of the province to focus on investing in improving unmet criteria.

With investment support from all levels, the entire political system and local people strive to build the new town of Phu Thinh to develop to be worthy of the district's central urban area.

Regarding personnel work, Mr. Tham affirmed that the Standing Committee of the District Party Committee had discussed very carefully, had a suitable arrangement plan according to job positions, and could be transferred to the district or to other communes that are still lacking personnel.

The settlement of surplus cadres is carried out according to the 5-year roadmap of the Central Government, without subjectivity or haste. Based on the resolution of the Provincial People's Council, the District People's Council will also calculate and issue a support mechanism for cadres who want to quit their jobs or retire early due to the arrangement of administrative units.

"The entire political system of the two localities has participated in doing a good job of propagating to the people about the policy of merging commune-level administrative units in the district.

"More than 96% of voters of Tam Vinh commune and 100% of voters of Phu Thinh town agreed with the district's policy of merging administrative units, clearly demonstrating that the Party's will is in line with the people's will," said Mr. Vu Van Tham.
