Plan to reorganize and streamline the apparatus in Thai Binh province

On the afternoon of December 10, Thai Binh Provincial Party Committee held the 37th session of the expanded Provincial Party Executive Committee to deploy documents of the Provincial Steering Committee on reorganizing and streamlining the apparatus in the political system according to Resolution No. 18 of the 12th Party Central Committee.

Thai Binh Provincial Party Committee held an expanded meeting of the Provincial Party Executive Committee to deploy the arrangement and streamlining of the apparatus in the province's political system.

Accordingly, in addition to implementing the arrangement and organization of the apparatus according to Conclusion 09 dated November 24, 2024 of the Central Steering Committee, the Steering Committee for arrangement and streamlining the apparatus in the political system of Thai Binh province agreed on the policy of merging Thai Binh Newspaper and Thai Binh Radio and Television Station; ending the operation of magazines and newsletters belonging to provincial departments, branches and sectors; merging the District and City Health Department into the Office of the People's Council and People's Committee of the district and city; merging the District and City Radio and Television Station and the District and City Cultural and Sports Center.

Reorganize the District and City Industrial Cluster and Land Fund Development Center in the direction of ending the career activities for the District and City Industrial Cluster and renaming it as the District and City “Land Fund Development Center”. The task of state management for the District and City Industrial Cluster continues to be performed by the District Economic - Infrastructure Department (City Urban Management Department).

Establish Party committees of Party agencies, mass organizations, People's Councils, and judiciary at district level on the basis of merging Party committees of Party agencies and mass organizations at district level with Party committees, Party cells of People's Councils, People's Procuracy, People's Court, and mass associations at district level assigned tasks by the Party and State.

Strengthen the district-level Party Committee on the basis of merging Party Committees and Party cells in educational and health service units, other state agencies and a number of enterprises of important scale and nature in the district; receive a number of Party organizations in enterprises transferred from the Party Committee of the Provincial Agencies and Enterprises Bloc into the current district-level Party Committee.

In addition, the Steering Committee of Thai Binh province agreed to study and rearrange a number of other agencies and units to ensure streamlining.

For agencies and units not currently subject to consolidation or merger, the Secretary of the Thai Binh Provincial Party Committee requested the heads of these agencies and units to immediately review, arrange, restructure, and reduce the number of focal points in the direction of streamlining, operating effectively, efficiently, and effectively; ensuring that the average number of streamlined internal focal points reaches 20% or more.

Regarding the implementation time, the head of the Provincial Party Committee and People's Committee of Thai Binh province emphasized that agencies, organizations and units must closely follow the requirements of Conclusion 05 and Official Dispatch 06 of the Provincial Steering Committee. In the process of implementing the arrangement and streamlining of the organizational apparatus, it is still necessary to simultaneously perform well the assigned functions, professional tasks and absolutely not allow the situation of delaying tasks.

The Steering Committee of Thai Binh province requires localities, agencies and units to focus on leadership, direction, and resolutely reorganize internal focal points, ensure streamlined organizational apparatus, suitable to the situation and characteristics of agencies, units and localities, ensure smooth, effective and efficient operations after reorganization, avoid work interruptions, do not leave vacant areas and fields, do not affect the normal activities of agencies, units, organizations and society.

In particular, agencies and units subject to reorganization must implement from December 2024 according to the orientation contents of Conclusion 05 of the Provincial Steering Committee. At the same time, review and propose to issue new regulations on functions, tasks, powers, organizational structure, and working relationships of their agencies and units, to be completed before December 31, 2024.
