According to the plan, Mi-17 helicopter number 7844, piloted by Colonel Nguyen Ba Duc (Deputy Regiment Commander - Chief of Staff of Regiment 916) will carry out relief work in Yen Binh commune, Lang Son province.

The Mi-171 helicopter with registration number SAR-03, piloted by Senior Lieutenant Colonel Nguyen Van Hoang (Deputy Political Commissar of Regiment 916), took off at 10:20 a.m. to provide relief to people in Van Nham commune, Lang Son province (in Van Nham and Do Luong communes, former Huu Lung district). Major General Vu Hong Son, Commander of the Air Defense - Air Force, was present to directly command the loading and unloading of goods and deploy relief, from Gia Lam military airport (Hanoi).
