Agencies and units under the Hai Phong City Border Guard have used the communication system of watchtowers and many other information channels, coordinated with local Party committees, authorities, functional forces, families of ship owners and captains to inform vehicles of the storm's direction of movement to proactively prevent and ensure safety.
Border guards called on and instructed 1,603 vehicles/4,488 workers to proactively prevent and fight the storm. Of these, 1,567 vehicles/4,325 workers moved to safe moorings, especially at Bach Long Vi port, 34 vehicles were moored at the port, 50 vehicles were helped by officers and soldiers of Bach Long Vi Border Guard Station to be lifted and pulled ashore.

As of 3 p.m. on October 5, there were still 10 vessels with 60 workers operating at sea in the city. The city Border Guard Command has directed units to continue using multiple information channels to call for people to come ashore to avoid the storm, and at the same time requested units to absolutely not let people stay on boats or rafts when the storm hits.
To ensure storm response, the City Border Guard Command maintains 100% of its troops on standby, maintains 15 cars, 11 ships, 36 boats and establishes a mobile platoon directly commanded by the Deputy Chief of Staff. The Border Guard stations establish a mobile squad directly commanded by the Deputy Station Chief to be ready to mobilize and respond when situations arise. At the same time, 7 working groups directly led by the Command Head are sent to inspect and direct storm prevention and control work in key areas.

With the strong direction of the Party Committee, the Command of the Hai Phong City Border Guard and the urgent and proactive actions of the affiliated agencies and units, the work of preventing and fighting storm No. 11 in the sea and island border areas of the city is being controlled, ready to respond to all developments of the storm.
