Management and treatment of domestic solid waste is not unified.

Every day, Hai Phong generates more than 3,300 tons of solid waste.

With a large population and rapid urbanization, the amount of solid waste in the city will increase.

Lack of uniformity in collection and transportation activities

Currently, the total amount of solid waste generated in the West Hai Phong area is about 1,297 tons/day, of which 42% of the waste is treated by incineration to generate electricity, the rest is buried in local landfills. Communes and wards in the East Hai Phong area generate about 2,010 tons of solid waste every day (80% of urban solid waste and 70% of rural solid waste are treated by landfill). Notably, in the suburban areas, about 400 - 500 tons of solid waste generated daily are treated and buried in temporary landfills, which do not ensure environmental hygiene conditions.

Currently, in the city, there exist many forms of organization for collection and transportation of domestic solid waste. In the west, the collection, transportation and treatment of domestic solid waste is carried out by enterprises, cooperatives, collection teams that sign contracts with the locality or are subcontracted. In the eastern part of the city, public service packages for collection, transportation and treatment of domestic solid waste are implemented. Some communes and wards conduct bidding for collection service units or subcontract to teams, teams and cooperatives.

Service prices are calculated with all actual cost factors, including collection, transportation, treatment, equipment depreciation, wages, labor protection and management costs. The existence of many forms of domestic solid waste collection and transportation services in the same locality affects the determination of specific prices for waste collection, transportation and treatment services. This reality requires the relevant authorities to unify the bidding mechanism for selecting units to collect, transport and treat domestic solid waste, in accordance with the model of 2-level local government and post-merger city.

According to Deputy Director of the Department of Agriculture and Environment Pham Van Thuan, before the merger, Hai Phong city and Hai Duong province issued decisions regulating the management of domestic solid waste, bulky solid waste, plastic waste, solid waste from construction activities, sludge from septic tanks, cesspools and sludge from drainage systems in the city; responsibilities of relevant agencies, organizations, families and individuals. However, to ensure consistency in solid waste management, it is necessary to develop regulations on solid waste management in Hai Phong city to replace the above regulations.

On the other hand, the Ministry of Agriculture and Environment is also requesting provinces and cities to urgently carry out the collection and treatment of household waste according to the Law on Environmental Protection, ensuring connection of the treatment chain, contributing to the formation of a sustainable waste recycling market.

Ensuring operational consistency

Implementing the direction of the People's Committee of Hai Phong City, the Department of Agriculture and Environment has drafted a new regulation on solid waste management in the city. The Department is seeking comments on this regulation. This regulation regulates solid waste management, including: domestic solid waste, plastic waste, solid waste from construction activities, sludge from septic tanks, cesspools and sludge from drainage systems in the city; responsibilities of relevant agencies, organizations, families and individuals in solid waste management.

All organizations, families and individuals (including organizations, families, individuals, foreigners residing in Hai Phong city) and departments, branches, sectors, and commune-level People's Committees with activities related to solid waste must comply with this regulation and other relevant legal regulations.

According to Deputy Head of the Department of Environmental Management (Department of Agriculture and Environment) Do Thi Huong, in the coming time, the department will focus on many solutions to improve the efficiency of solid waste management. That is to promote propaganda, raise awareness and responsibility of the community in preventing, reducing, reusing, recycling, treating solid waste, and forming an environmentally friendly lifestyle.

Review and adjust the solid waste management plan to ensure it is consistent with the general plan of Hai Phong city until 2035 with a vision to 2050 and the socio-economic development situation of the whole country. Accelerate investment in the construction of large-scale solid waste treatment areas with modern technology, consistent with the plan. Select investors with financial capacity and experience in waste treatment. Improve the quality of waste collection and treatment in communes; strengthen treatment measures at temporary landfills.
