Thoroughly grasp and implement the Resolution of the 11th Conference of the 13th Party Central Committee

This morning, April 16, in Hanoi, the Politburo and the Secretariat held a national online conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee. General Secretary To Lam chaired the conference. Politburo members: President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and former Party and State leaders attended the conference.

Deploy work in the right spirit, know the lesson

Speaking at the conference, General Secretary To Lam emphasized that the recent 11th Central Conference was a historic conference with the requirement of simultaneously implementing a very large volume of work, wide scope, short time, high quality, many unprecedented tasks, therefore all levels, sectors and localities must determine the highest political determination in leadership and direction to implement this resolution, and at the same time determine that this is a revolution in the arrangement of organizational apparatus, arrangement of administrative units and reform and innovation to develop the country.

Party committees, party organizations, and leaders at all levels must be closely and resolutely in leading and directing the Party members to fully and deeply understand the special importance of this policy, creating unity of perception and ideology within the entire Party and spreading it to the whole society, determined to successfully implement the goals and orientations set by the Central Committee.

Along with that, focus on leading and directing all levels, branches, agencies and units to resolutely implement work in the spirit of being in the right role, knowing the lesson and coordinating synchronously, rhythmically and closely from the central to local levels, between localities with each other, without the idea of ​​"your rights, my rights", this locality or that locality, all for the common interests of the country and the people.

General Secretary To Lam requested all levels and sectors to carry out work in the spirit of "running while lining up" but must be cautious, certain, methodical, not hasty, subjective, have priority order, do each job firmly, do this job must take into account other related work and must follow the correct process and procedures according to regulations, create high consensus in society, fully promote the people's mastery.

The Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress take place in a special context when we must simultaneously carry out many major revolutionary tasks: streamlining the organizational apparatus, rearranging administrative units, accelerating economic development, and organizing Party Congresses at all levels.

Therefore, it is necessary to focus on leading and directing the organization of the congress to ensure it is tight and methodical in accordance with the spirit of Directive 45 dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Party Congress, especially in newly merged and consolidated localities.

The total number of commune-level administrative units will be reduced by 60% - 70%.

At the conference, Prime Minister Pham Minh Chinh thoroughly grasped the topic of draft documents submitted to the 14th National Party Congress, including new points in summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; new points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; new points in the draft Political Report; new points in the draft Report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5-year period 2026-2030.

National Assembly Chairman Tran Thanh Man briefed the audience on the topic of amending the Constitution and laws; and the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Accordingly, the amendment of the Constitution and related laws and resolutions must be completed before June 30, 2025 and take effect from July 1, 2025. In particular, it stipulates transitional provisions to complete the consolidation and reorganization of the apparatus and commune-level administrative units officially come into operation no later than August 15, 2025, and provincial-level administrative units officially come into operation no later than September 15, 2025.

On April 15, 2025, the National Assembly Standing Committee issued Resolution No. 76 on the arrangement of administrative units in 2025, ensuring a reduction of 60% - 70% of the total number of commune-level administrative units nationwide and agreed on the content of submitting to the National Assembly for consideration the amendment and supplementation of a number of articles of the 2013 Constitution.

The expected election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026.

Head of the Central Organizing Committee Le Minh Hung thoroughly grasped the topic of continuing to streamline the apparatus to be more efficient, effective and effective; amending and supplementing regulations on implementing the Party Charter; new points and core contents of Directive 45 dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Party Congress, replacing Directive 35 dated June 14, 2024 of the Politburo. Accordingly, the principles and criteria for arranging administrative units at the provincial and communal levels have been highly agreed upon by the Party Central Committee.

Speaking at the conference, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia requested Party committees, Party organizations, departments, ministries, branches and localities to continue to thoroughly grasp, propagate and well implement the contents of the Resolution of the 11th Conference of the 13th Party Central Committee in localities, agencies and units.

It is known that the whole Quang Tri province has 320 connecting points with 14,496 delegates attending the conference.
