Quang Ninh: Support travel expenses for officials and civil servants after administrative unit rearrangement

On October 17, the 14th term People's Council of Quang Ninh province held the 32nd session (special session) to institutionalize major policies, issue a number of mechanisms and policies to resolve and remove problems arising in the practice of operating local governments at two levels, create a legal corridor, necessary resources and mechanisms, and determine to successfully complete the goals of 2025 and the 2021-2025 period.

Specifically, the Provincial People's Council has issued a Resolution regulating travel support policies for cadres, civil servants, public employees, and workers affected by the reorganization of commune-level administrative units. Accordingly, within 36 months, the province will support travel of 2 million VND/person/month in case of an increase in travel distance from the old agency headquarters to the new agency headquarters of 10 km or more for communes in Region I in ethnic minority and mountainous areas, and 15 km or more for new agency headquarters located in the remaining areas. The province will support 3 million VND/person/month for cadres, civil servants, public employees, and workers on Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen islands working at the Van Don Special Zone Administrative Center.

The Provincial People's Council also passed a resolution stipulating policies and regimes for people working outside the payroll quota at associations established by the Party and the State at the provincial level before July 1, 2025, who quit their jobs due to the implementation of the local government organization model 2, to receive a one-time allowance equal to 12 months or 24 months of current salary (depending on the case of retirees or people of working age).

At the meeting, the Provincial People's Council considered, discussed and resolved on a number of important contents: Regulations on decentralization of revenue sources, expenditure tasks, percentage (%) of revenue division between budgets of local authorities at all levels; principles, criteria, and norms for allocating local budgets in 2025 according to the 2-level local government model; adjusting local budget estimates, provincial budget allocation plans and supplementing mechanisms and measures for local budget management in 2025; adjusting and supplementing the medium-term public investment plan for the 2021-2025 period; regulating the collection, payment, management and use of environmental licensing appraisal fees, water exploitation and use fees; regulations on authorization of certification by the Chairman of the People's Committee at the commune level and allowances and working day subsidies for militia forces in the province...

In particular, it is necessary to concentrate highly, make maximum efforts, act decisively and effectively, take advantage of every time and opportunity, promote the growth momentum achieved in the past 9 months to focus on and proactively remove bottlenecks, unblock all resources, create new growth momentum..., accelerate and make a strong breakthrough in the remaining 3 months of 2025. The province strives for GRDP growth of 14% for the whole year of 2025 and comprehensively complete the socio -economic development goals set for 2025.

To continue to improve the effectiveness and efficiency of the two-level local government model, the Chairman of the Provincial People's Council requested that commune-level authorities must be proactive, flexible, and responsible in performing tasks according to decentralization and delegation of power; effectively implement resolutions on decentralization of revenue sources and expenditure tasks; strictly manage budget revenue and expenditure, ensure balance, savings, effective and transparent investment; improve the effectiveness and efficiency of state management of urban areas...

Local authorities review, evaluate, arrange and assign grassroots staff under their management authority in accordance with practical conditions; promptly resolve new problems to ensure operational capacity and quality of public service performance.
