National Assembly gives opinions on Capital Planning

This afternoon (June 11), the National Assembly Standing Committee continued its 34th session, giving opinions on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project to adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Regarding the assessment of the current socio -economic development status, current land use status, current status of urban and rural systems in the Capital Planning, the Economic Committee proposed to supplement assessments and specific data on the current status of technical infrastructure, clarify the situation of traffic congestion, urban flooding, low land fund for traffic, especially static traffic; synchronization between means of transport; linkage between sectors...

In addition, it is necessary to more clearly identify the causes of bottlenecks, shortcomings and limitations not only in each industry and field but also in the relationship and connection between industries and fields, especially conflicts and lack of synchronization in spatial organization and infrastructure construction of previous planning periods, so that there is sufficient basis to consider and evaluate the rationality and feasibility of proposals on development directions and orientations and spatial organization plans for socio-economic activities, infrastructure development plans to ensure efficiency in the use of investment resources, infrastructure construction and avoid overlap and conflicts in the development of industries and fields.

Regarding the development goals, key tasks and development breakthroughs of the Capital. The planning devotes a lot of space to analyzing cultural content to aim at building a "Cultured - Civilized - Modern" Capital, but cultural indicators are not mentioned much in this section (there is only 01 target on the number of cultural, information and sports centers). Similarly, environmental indicators have not mentioned air quality indicators, which are daily concerns of the people. Therefore, it is recommended to study and supplement them fully to guide the development of the Capital during the planning period.

Regarding the development orientation of important sectors, the organization of socio-economic activities and the development plans of the Capital, the Economic Committee proposed to study and adjust so that the selection of important sectors must be consistent with the key tasks and development breakthroughs, avoiding spreading out, causing difficulties in building a list of projects expected to prioritize investment. It is proposed to transfer the content on spatial arrangement for important works and projects and to develop a plan to connect the infrastructure system of the Capital Hanoi with the national and regional infrastructure system on the corresponding infrastructure development plan. In addition, it is proposed to study and evaluate the need to have content on the organization of 05 development spaces: exploiting, using synchronously, effectively and reasonably 05 development spaces while this content in the planning is only of a conceptual nature, not specific, general, not showing the scope, role, nature and connection of the spaces.

Regarding the solutions for implementing the planning and the list of priority projects in the Capital Planning, the solutions for mobilizing investment capital are quite general and not enough basis to assess feasibility. Therefore, it is recommended to review and calculate to build plans and goals that are suitable to the ability to meet resources. At the same time, based on the key tasks of each stage, it is recommended to review and arrange priority orders more reasonably for priority and urgent projects to have a basis for determining resources, ensuring feasibility for the projects...

The Economic Committee believes that the Capital Planning and the Project to Adjust the Capital Master Plan have an important role and significance, creating a new development space, new driving force and new value to build the Capital into a smart, modern, green, clean, beautiful, secure and safe city; develop rapidly and sustainably, creating a spreading influence; contribute to implementing the important political task, especially in the strategy of building and defending the Fatherland, which is to build and develop the Capital "Cultured, Civilized, Modern". Accordingly, the Capital Planning and the Project to Adjust the Capital Master Plan have been elaborately and scientifically built, demonstrating the vision and aspiration to build the Capital to develop "Cultured - Civilized - Modern".

However, the review shows that these two plans have many overlapping contents, are not unified in scope and level of detail, which can lead to overlaps, conflicts and difficulties in planning, management and implementation. Therefore, it is recommended that the agencies that prepare and appraise these plans need to closely coordinate to continue reviewing, perfecting and ensuring the principle that the Capital Planning is the basis for preparing the Capital Master Plan Adjustment Project. The Capital Master Plan Adjustment Project is a more specific and detailed plan than the Capital Planning and the adjustment must be consistent and synchronized with the Capital Planning, Regional Planning, National Sectoral Planning and National Master Plan.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai highly appreciated the Government, the Ministry of Planning and Investment, the Economic Committee, Hanoi City and relevant agencies for actively preparing the documents of the two planning tasks for the capital city of Hanoi. This is a very important task to orient the development of the capital in the short and long term according to the Party's policy, meeting the expectations of the people of the capital and the whole country.

The National Assembly Standing Committee requested the Government to urgently study and absorb the opinions of the National Assembly Standing Committee and the Economic Committee to complete the dossier of the Submission of two planning tasks to submit to the National Assembly for comments and note some of the following contents: Review to ensure that the planning of Hanoi Capital and the project to adjust the Master Plan and the general planning of Hanoi Capital comply with the Planning Law, closely follow Conclusion No. 80 of the Politburo and Resolutions and Directives of the Party, have a new vision, new global thinking, Capital thinking and Hanoi actions, creating new opportunities and new values ​​in the development of a civilized, modern and civilized Capital both in the short term and in the long term. Unified, synchronous, not overlapping or contradictory with national master plans, regional plans, national sectoral plans, especially land use plans, master plans for development of transport systems, airports, environmental protection plans for university networks, cultural, sports and physical training facilities networks, and planning for the Red River Delta region.

Continue to review, complete, and ensure that the principles of the Capital's planning are the basis for formulating the project to adjust the Capital's general planning. The project to adjust the Capital's general planning is a more detailed plan to specify the Capital's planning and adjust it appropriately to the contents, avoid duplication, and lack of consistency in the scope and level of detail of the two plans according to the correct planning hierarchy and planning laws.

Review and complete to ensure that these two plans are consistent and compatible with the draft Law on the Capital City being revised. Carefully review the specific contents and issues that the reviewing agency has raised in the Review Report.

For the Hanoi Capital planning, it is necessary to supplement specific data assessment for the current status of technical infrastructure, clarify the situation of traffic congestion, urban flooding, land fund for traffic, and synchronization between modes of transport. The linkage between sectors will more carefully assess the bottlenecks, shortcomings, and limitations of previous planning periods to complete the Capital planning with more specific development goals. Note: Add indicators on culture and environment; Research and adjust to select important sectors corresponding to key tasks and development breakthroughs, avoid spreading and lacking details.

For the overall adjustment project of Hanoi's master plan, some forecast and projection contents such as population forecast should be added to suit the new period and vision of the plan.

Review and complete breakthrough programs and projects, key to the planning period, and handle them in accordance with the authority of the National Assembly, the National Assembly Standing Committee, and the Government in establishing, dissolving, merging, dividing, and adjusting administrative boundaries, and in relation to other localities.
