Detailed regulations on storage and sharing of vehicle and driver data

The Draft Decree stipulates that the database on road traffic order and safety (TTATGT) is built uniformly nationwide, shared by agencies, organizations and individuals to provide accurate and timely information on the road traffic order and safety situation to serve state management, build socio -economic development policies and the legitimate requests of relevant agencies, organizations and individuals.

According to the draft Decree, the database on vehicle registration and specialized motorbikes includes: Information about vehicles and information on technical specifications.

In particular, the database on registration and management of motor vehicles and specialized motorbikes will include basic information about vehicle owners, vehicles and vehicle registration information.

Database on vehicle registration and specialized motorbikes includes: Vehicle information and technical specifications information.

Vehicle information will include: license plate, management number, vehicle type; brand; type number; engine number; frame number; year, country of manufacture; age of use;

Information on technical specifications includes: wheel formula; wheel track; package size; maximum luggage compartment size; wheelbase; unladen weight; designed cargo weight for traffic participation; designed total weight for traffic participation; designed towed weight for traffic participation; number of people allowed to be carried; fuel type; engine working volume; maximum capacity; serial number; number of tires, tire size; time of issue; place of issue; duration.

Regarding drivers, there will be a database on training, testing, granting of driving licenses, certificates of training in road traffic law knowledge; a database on drivers of motor vehicles and specialized motorbikes; a database on managing drivers' driving time; and a database on handling administrative violations of road traffic safety.

In particular, the database on training, testing, and issuance of driving licenses (GPLX), and certificates of training in road traffic law knowledge will include information such as: GPLX number, certificate number; full name; personal identification number; date of birth; nationality; place of residence; driving training facility; training vehicle class; training course; first test date, re-test date; testing agency; location, testing center; date of issuance, renewal, re-issuance of GPLX; agency issuing, renewing, re-issuing GPLX; GPLX class; validity period of GPLX.

The database of motor vehicle and specialized motorbike drivers will include: Full name; personal identification number; date of birth; nationality; place of residence; driver's license number, certificate number, driver's license class, training facility; health condition of the driver, examination location, examination time.

Information in the database on driver's driving time management will include: time; transport business unit; license plate number; driver's name; driver's license number; type of activity; start time; end time; driving time.

Information in the database on handling administrative violations of road traffic safety includes: Information on violators, violating vehicles, violations, forms of sanctions, and management measures for deducting driving license points.

In addition, the draft Decree also stipulates the database on road vehicle journeys and driver images. It will include the following contents: vehicle information (license plate; vehicle type; paint color; brand; model number; year of manufacture; inspection certificate; date of issue; expiration date; owner); journey information (travel time; route; speed; distance; vehicle location (GPS)); driver information (full name; date of birth; address; driver's license; driver's photo; driver's violation history).

In addition, it will also build and store information on violations and incidents; traffic conditions (traffic status; weather) and other information (such as data from vehicle sensors).
