Resolutely remove all difficulties, operate smoothly at two levels of local government

On the afternoon of October 1, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting to discuss solutions for effectively implementing two-level local government according to the conclusions of the Politburo and the Secretariat, especially Conclusion No. 195-KL/TW dated September 26, 2025.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that the Government organized an online meeting with localities to assess the implementation situation, continue to review and discuss solutions to remove difficulties and obstacles in operating the 2-level local government model, whether it has really entered into order and operated effectively and efficiently?

In particular, the basic state is transformed from a passive administration that solves the work of people and businesses to an administration that proactively solves, creates, and best serves people and businesses.

Recently, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on the situation and performance of the political system and two-level local government apparatus, with very specific tasks for the Government Party Committee, especially reviewing and carefully evaluating the feasibility of implementing the tasks of decentralization, delegation, and assignment of authority to the grassroots.

The Prime Minister said that during the implementation process, there are still problems with personnel work, management capacity, legal capacity, expertise, and innovation; the issue is whether the amount of work is appropriate with the number of civil servants and public employees at the local level. The developed places are overloaded, so it is necessary to carefully analyze typical cases.

The Prime Minister stated that after 3 months of implementation (from July 1, 2025), the organization of the 2-level local government model continued to have many positive changes, affirming the correct and drastic leadership and direction of the Party, directly the Politburo, the Secretariat, headed by General Secretary To Lam, while demonstrating the sense of responsibility, determination and creativity of all levels, sectors and localities.

The Prime Minister assessed that, up to now, the two-level local government apparatus has basically completed its organization and personnel, operated relatively smoothly and without interruption, ensuring better and better service to the people; administrative reform and digital transformation have achieved many positive results, more than 7 million online records have been processed, the on-time rate reached over 91%, more than 3,100 commune-level public administrative service centers have been put into operation; the arrangement of headquarters and public assets has been seriously implemented, saving the budget, many facilities have been converted to serve the community, some places have not been arranged, and are still wasteful; the people agree and support the major policies of the Party and State.

However, the implementation process still has many problems and shortcomings such as: some guiding documents are still slow, especially in the fields of finance-accounting, land, education; many places have difficulties in infrastructure, travel is also difficult, human resources; the online public service system is still inadequate, data is not synchronized; digital transformation still has problems; some places have a lot of work, some places have little work; payment of policies for people who have left their jobs has not been completely resolved; people in some areas have not had time to adapt to the new way of handling procedures...

On this point, the Prime Minister requested to promote the role of the Community Assistance Group to actively guide people, especially promote "Digital Literacy for All"; Viettel, VNPT, EVN corporations to actively eliminate telecommunications and electricity signal depressions in remote areas.

At the meeting, the Prime Minister asked delegates to focus on discussing solutions to immediately remove existing difficulties:

Regarding institutions and policies: up to now, many areas have not had specific instructions, causing localities to be confused in implementation. Why is that? Whose responsibility is it? What is the progress commitment? We cannot let the current situation of "waiting for documents" cause the apparatus to stagnate.

Regarding policy settlement: after many documents and instructions from the Party and the Government, why are there still about 31,000 people (according to the Ministry of Home Affairs) who have not received their benefits? What is the reason? Propose a way to resolve this issue once and for all! Regarding this payment, the Prime Minister requested that this issue be resolved within 1 week.

Regarding facilities and information technology infrastructure: the online public service system often has technical errors, data is not synchronized, and connections have not been completely resolved; in case of necessity, it must be resolved in an emergency situation; what is the information technology solution? Continue to assess the feasibility of implementing the task of decentralization, delegation, and assignment of authority to the grassroots according to the direction of the Politburo and the Secretariat.

Regarding administrative reform: many interconnected procedures have not been operating smoothly, such as non-territorial procedures in the fields of land, construction, household registration, and insurance. The solution is to simplify the process, not to let people have to go back and forth many times, causing frustration, as General Secretary To Lam emphasized: "As long as people still complain, the government is not operating effectively."

The Prime Minister emphasized that time is limited, the requirements are high, the scope is wide, the content is in-depth and complex, and he asked delegates to focus their intelligence and efforts; present reports and opinions concisely, clearly, and go straight to the point, creating unity and high consensus to completely resolve difficulties and problems.

* According to the report of the Ministry of Home Affairs, after the two-level local government model came into operation from July 1, 2025, the Politburo and the Secretariat regularly held regular meetings, listened to reports and promptly gave directions, accordingly, issued 6 Conclusions on the organization and implementation of the two-level local government model. Implementing the direction of the Politburo, the Secretariat, the Government and the Prime Minister issued Resolutions and telegrams to assign ministries and branches to urgently carry out specific tasks.

Through the review, basically, the Ministries and ministerial-level agencies have thoroughly grasped and fully implemented the assigned tasks in the conclusions of the Politburo, the Secretariat and the Resolutions and telegrams of the Government and the Prime Minister, specifically:

42/69 tasks assigned in the 6 Conclusions of the Politburo, the Secretariat and the Resolution of the Government, the Prime Minister's Official Dispatch have been thoroughly grasped and implemented by Ministries and ministerial-level agencies (some tasks are regular activities and will continue to be implemented in the coming time).

There are 27/69 tasks assigned in the 6 Conclusions of the Politburo and Secretariat that have been thoroughly grasped by the Ministries and ministerial-level agencies and are in the process of being implemented (some tasks have been reported to the Politburo and Secretariat and are continuing to be completed).

Regarding the organization and personnel of local governments: up to now, 100% of localities have arranged enough leadership positions for People's Committees at all levels. Specialized agencies at provincial and commune levels have been completed. The staff has been arranged, rotated, mobilized, seconded, and increased in cadres, civil servants, and public employees, with priority given to arranging personnel with expertise and experience in the fields of planning, construction, architecture, transportation, land, resources, environment, education, training, and information technology for People's Committees at commune level.

Regarding the settlement of policies and regimes: based on reports from ministries, branches and localities, up to now, the whole country has had 142,746 people who have decided to quit their jobs, of which 105,056 people (73.6%) have received payment for policies and regimes, and 37,590 people (26.4%) have decided to quit their jobs but have not yet received payment for policies and regimes, of which 17 units (11 ministries and 6 provinces and cities) have completed the payment, 13 units (10 ministries and 3 localities) have only paid 60%. Many localities have issued policies to support housing, transportation, vocational training and employment for redundant cadres.

Implementation of administrative procedure-related contents: administrative procedure reform has been promoted. The whole country has proposed to abolish 519 administrative procedures and simplify 2,421 administrative procedures. From July 1 to September 30, about 7 million online records were received, with the on-time settlement rate reaching 91%.

More than 3,100 commune-level public administrative service centers (in 32 provinces and cities) have been put into operation, applying a modern one-stop model, many places applying AI and electronic forms (in Hanoi and Quang Ninh, the one-level model is applied). These centers have initially operated stably, creating favorable conditions for people when carrying out administrative procedures.

Implementing digital transformation and applying information technology in the operation of two-level local governments: Many localities have put into operation a two-level centralized operation center, deployed centralized electronic document management, digital signatures, and connected to the national database on population, land, and enterprises. Some communes and wards have piloted artificial intelligence in data analysis and security and order warnings. Thousands of commune-level officials have been trained in digital skills, contributing to improving management efficiency.

Regarding the arrangement and placement of working offices and the handling of headquarters and public assets: basically, provinces and cities have stabilized working offices, ensuring uninterrupted service to the people. Many places have arranged surplus headquarters for public works and community centers. The work of reviewing and arranging public vehicles, machinery and equipment has been carried out seriously and publicly.

Regarding the work of archiving and digitizing records and documents: provinces and cities have issued plans to strengthen the archiving and digitizing of documents. After being arranged, the records are handed over, sealed, and kept safe. Some localities have established projects to digitize historical and administrative records...
