Delivering the opening speech, General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security, emphasized: The 8th Congress of the Central Public Security Party Committee is an event of special significance, affirming the growth and maturity of the People's Public Security force after 80 years of building, fighting and growing under the leadership of the Party; is a milestone opening a new chapter in the development of the Party Committee and the entire People's Public Security force, determined to successfully implement the Party's strategic goals, for peace, stability, sustainable development, high quality and improving all aspects of people's lives.

The congress's decisions are the basis for continuing to improve the leadership capacity and fighting strength of the Central Public Security Party Committee and Party organizations in the People's Public Security; building a revolutionary, disciplined, elite, and modern People's Public Security force; consolidating and enhancing the potential and strength to protect security and order, meeting the requirements and tasks in the new revolutionary period. The results of the 8th Central Public Security Party Congress contributed significantly to the success of the 14th National Party Congress.

In his speech directing the Congress, General Secretary To Lam said that the Politburo acknowledged and highly appreciated that in the past term, the Central Public Security Party Committee and the entire People's Public Security force had completed and excellently completed all the contents set out in the Resolution of the 7th Central Public Security Party Congress; and was one of the typical and excellent Party Committees in implementing the Resolution of the 13th National Party Congress.

The Party Committee has led the Public Security force to make breakthroughs and strong changes in all aspects of national security protection, ensuring social order and safety. In strategic advisory work, it has thoroughly grasped the spirit of "proactive security", taking the lead, forecasting early, and promptly advising the Party and State to effectively handle complex situations related to national security and interests. Resolutely directed the fight against all types of crimes; investigated and handled thoroughly, strictly, thoroughly, and legally many serious and complicated corruption and economic cases; effectively deployed all aspects of work serving socio-economic development and serving the people; was the main unit in building a national database on population; proactively proposed amendments, supplements, and promulgation of many new legal documents, reformed administrative procedures, etc.

The General Secretary emphasized that the highlight of the term was that the Party Committee had led the basic completion of the goal of building a People's Public Security force that was "truly clean, strong, disciplined, elite, modern, meeting the requirements and tasks in the new situation". The Central Public Security Party Committee and the entire People's Public Security force were exemplary, taking the lead in implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently; pioneering the implementation of the 2-level local Public Security model, providing practice for the entire political system to be determined to implement the 2-level local government model; the policy of bringing regular Public Security to the communes to truly promote efficiency.

Affirming that the country's situation is posing new tasks for the Central Party Committee of the Public Security and increasing demands for security and order protection, the General Secretary requested the People's Public Security to continue to be exemplary, take the lead and be one of the main and core forces in implementing the Party's policies, first of all the Resolution of the 14th National Congress and strategic policies to bring the country firmly into the era of development and prosperity. All activities of the People's Public Security must be for the strength of the Party, the socialist regime, the longevity of the nation, the high-quality development of the country and the happiness of the people.

The General Secretary requested the Central Public Security Party Committee to focus on key tasks: leading the firm consolidation of a peaceful and stable environment, building an orderly, disciplined, safe and healthy society; proactively grasping the situation, promptly advising to repel all risks and challenges to development, security and national interests; identifying and firmly protecting security in new spaces and fields, proactively preventing new forms of national security violations; protecting the successful implementation of the Party's strategic policies; thoroughly resolving complex underlying issues regarding social security and security in strategic areas; continuing to sustainably reduce crime, creating breakthroughs in state management of fire prevention and fighting, ensuring traffic order and safety, and immigration management in a smart and modern direction.

The General Secretary pointed out that it is necessary to strengthen all aspects of potential to ensure security and order; promote the power of science and technology in protecting national security; promote the role of the Commune Police, the force participating in protecting security and order at the grassroots level; continue to take the lead in initiatives to build schools, take care of health, support people, and bring the movement of the entire people to protect national security into depth and substance. The Party Committee and the Ministry of Public Security closely coordinate with the army, departments, ministries, branches, and localities to build people's security, the people's security posture together with the entire people's national defense, the entire people's national defense posture associated with a solid posture of people's hearts; strive to have a breakthrough in developing a self-reliant, self-reliant, dual-use, and modern security industry; continue to lead and direct the effective operation of the 3-level Public Security model, forming a consistent posture from the Central to the grassroots level, effectively solving security and order issues...

To create momentum for the successful implementation of the Resolution of the 8th Central Party Congress of the Public Security and the Resolution of the 14th Party Congress, the General Secretary proposed launching the Three Best Emulation Movement: "Most Disciplined - Most Loyal - Most Close to the People"; in which discipline is the foundation, loyalty is the core and closeness to the people is the measure.

After the opening ceremony, the Congress proceeded with the first working day. Delegates listened to reports and discussed and commented on documents submitted to the 8th Central Party Congress of the Public Security, and draft documents submitted to the 14th National Party Congress.
