This morning, October 14, the first Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, officially opened its official session. General Secretary To Lam attended and delivered a speech directing the congress.
The Congress convened 547 delegates, including 106 ex-officio delegates and 441 delegates appointed at the Party Committees of communes, wards, special zones and grassroots Party Committees directly under the City Party Committee.
From 7am on October 14, many invited delegates arrived at the Academy of Cadres’ Hall to attend the opening ceremony of the congress. Delegates also traveled by convoy to the congress hall. Security and reception work were solemnly arranged.
At 7:30 a.m., General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man , and other Party and State leaders and former leaders arrived at the Ho Chi Minh City Academy of Officials to prepare for the opening session of the congress.
At 8:00 a.m., the song and dance ensemble "Glory of our Party" resounded loudly, opening the art program to welcome the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030. The tragic sound of that melody seemed to take hundreds of delegates and guests back in time to the heroic years of the steadfast Southern land, of the indomitable people of Saigon - Gia Dinh in the struggle for independence, then rising strongly in the cause of building the country.
From the glorious day of national reunification to today - after 50 years of being named after beloved President Ho Chi Minh, Ho Chi Minh City has affirmed its position as the largest economic, cultural, scientific and technological center of the country, the development locomotive of the Southeast region and the whole country.
In the solemn atmosphere of the great festival, art performances, lights, sounds, and colors blend together like words of gratitude to the glorious Party, great Uncle Ho, and arouse the pride, belief, and aspirations of more than 14 million people in the city.
A modern - civilized - affectionate Ho Chi Minh City is entering a new era of development, moving towards the stature of a global city, where every citizen can live happily in a city with a radiant Vietnamese spirit in the world.
Before the opening ceremony, General Secretary To Lam and other Party and State leaders and former leaders visited the exhibition space for strategic technology equipment at the Ho Chi Minh City Party Congress. Here, Ho Chi Minh City introduced the exhibition space, which gathered nearly 30 booths with more than 650 products and solutions belonging to 11 strategic technology groups.
It introduces outstanding achievements in science, technology, innovation and digital transformation, portraying the image of a dynamic, creative and internationally integrated Ho Chi Minh City.
In the morning, delegates will hear reports on the results of the verification of delegate qualifications, the implementation results of the resolution of the Ho Chi Minh City Party Congress for the 2020-2025 term, and the directions and tasks for the 2025-2030 term.
Delegates will also listen to a review report on the leadership and direction responsibilities of the Ho Chi Minh City Party Committee and the Standing Committee of the City Party Committee for the 2020-2025 term, and watch the film "Ho Chi Minh City takes the lead with the whole country in entering a new era of development". After that, the delegates will have their comments at the congress.
Also in this working session, the congress will announce and present the decisions of the Politburo and the Secretariat to appoint the Executive Committee, the Standing Committee, the Standing Committee of the City Party Committee, the Inspection Committee and the Chairman of the Inspection Committee of the City Party Committee. In addition, there will be a decision to appoint delegates of the Ho Chi Minh City Party Committee to attend the 14th National Congress of the Party.
On the afternoon of October 14, delegates discussed in groups to contribute ideas to the draft documents of the 14th National Party Congress and the draft documents of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030.

Earlier on the morning of October 13, the congress held a preparatory session. Speaking at the preparatory session, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, is a political event of great significance to the Party Committee, government and people of the city, attracting the attention of agencies, organizations and people not only in the city but also across the country. The success of the congress will contribute significantly to the success of the 14th National Party Congress.
The preparatory session also elected the congress's presidium with 11 members including: Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council Vo Van Minh; Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc; Deputy Secretary of the City Party Committee Dang Minh Thong; Deputy Secretary of the City Party Committee and Head of the City Party Committee's Organization Committee Van Thi Bach Tuyet; Head of the City Party Committee's Inspection Committee Vo Van Dung; Head of the City Party Committee's Propaganda and Mass Mobilization Committee Duong Anh Duc; Head of the City Party Committee's Internal Affairs Committee Nguyen Thi My Hang; Lieutenant General Mai Hoang - Director of the Ho Chi Minh City Police Department; Major General Vu Van Dien - Commander of the Ho Chi Minh City Command.
The congress secretariat has 3 members: Chief of the City Party Committee Office Pham Hong Son, Deputy Head of the City Party Committee's Propaganda and Mass Mobilization Commission Truong Thanh Nga, Chief of the Ho Chi Minh City People's Committee Office Duong Hong Thang.
The committee for examining the qualifications of delegates has 5 members including: Chairman of the City Party Committee's Inspection Committee Vo Van Dung, Permanent Deputy Chairman of the City Party Committee's Inspection Committee Nguyen Chi Trung, Deputy Head of the City Party Committee's Internal Affairs Committee Vo Huy Hoang, Deputy Head of the City Party Committee's Organization Committee Huynh Van Dan, and Chief Inspector of Ho Chi Minh City Tran Van Bay.
