Mr. Van Trong Duan, Deputy Director of the Bidding Management Department, said at a press conference held by the Ministry of Finance on the afternoon of July 2 in Hanoi .

Regarding the solution to avoid the situation of "blue army, red army" (collusion, rigging of bidding results) in the upcoming bidding period, Mr. Duan said: "Recently, the Ministry of Finance has amended the regulations on bidding. The Law on Bidding (amended) took effect from July 1, the draft decrees and circulars guiding the implementation are being submitted, expected to be approved soon in the direction of decentralization for investors, especially simplifying administrative procedures and bidding documents.

"We will simplify the process of documents that contractors must prove. Hopefully, through this, contractors will have better access to bidding packages. In particular, we design regular supervision by competent people to improve responsibility. These solutions hope to contribute to reducing the situation of blue and red troops," Mr. Duan added.

Previously, on July 1, the Government Office issued a document on the inspection of the selection of contractors for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project through Binh Phuoc province (now part of Dong Nai province).

Accordingly, after reviewing the report of the Ministry of Finance on the inspection of the selection of contractors for the above package, Deputy Prime Minister Tran Hong Ha directed the Ministry of Finance, the Ministry of Construction and the People's Committee of Dong Nai province to clarify many contents related to the bidding results.

Deputy Prime Minister Tran Hong Ha also criticized the Ministry of Finance for reporting very slowly, asking the ministry to learn from experience.

The Deputy Prime Minister's direction also pointed out that the content of the report and recommendations of the Ministry of Finance did not properly reflect the responsibilities and functions of the state management agency on bidding, did not properly implement regulations on the inspection of contractor selection activities, did not specifically state and analyze the inspection results, and did not state the conclusion and specific recommendations for the inspected unit, and recommendations for competent authorities.

Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance to coordinate with the Ministry of Construction and the People's Committee of Binh Phuoc province (now Dong Nai province) to continue clarifying the bidding results, make specific recommendations related to the recommendations of Son Hai Group, complete the report, and submit it to the Prime Minister before July 5, without delay, affecting the project's progress.

On July 2, Deputy Minister of Finance Tran Quoc Phuong also signed Decision 1935/QD-BTC to establish a Working Group to inspect the selection of contractors for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province.

Accordingly, Mr. Van Trong Duan, Deputy Director of the Bidding Management Department (Ministry of Finance) will be the team leader, Mr. Dam Duc Bien, Deputy Director of the Department of Economics - Construction Investment Management (Ministry of Construction) will be the deputy team leader.
