Early research on investment in metro line connecting Ho Chi Minh City

Prime Minister Pham Minh Chinh requested the People's Committee of Binh Duong province to soon study and invest in a metro line connecting Ho Chi Minh City from Suoi Tien railway station to Binh Duong.

The Government Office issued Notice No. 43/TB-VPCP dated February 13, 2025 concluding the direction of Prime Minister Pham Minh Chinh at the inspection of key projects in the transport sector on the occasion of the Lunar New Year.

The announcement stated: After inspecting the construction sites and projects; listening to the reports of the investors, project management boards, the Ministry of Transport , contractors and the opinions of the ministries, branches, and Deputy Prime Minister Tran Hong Ha, Prime Minister Pham Minh Chinh commended the ministries, branches, localities, investors, project management boards, contractors and consulting units for their efforts to carry out construction throughout Tet to speed up the progress of works and projects; to start construction right in the first days of spring during Tet to create an exciting atmosphere, competing in labor production right from the beginning of the year. In particular, the Prime Minister commended the working spirit of thousands of cadres, engineers, workers and laborers at construction sites across the country who sacrificed, forgot personal feelings, and the reunion on Tet to work diligently on construction sites for the cause of national development, for the brilliance of Vietnam.

About the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project and some projects in the Southern region:

At the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, the Prime Minister applauded the People's Committee of Binh Duong Province for speeding up the progress, selecting a consortium of investors for the Project, mobilizing resources to invest in infrastructure development, economic development and taking the lead in social housing development. The People's Committee of Binh Duong Province reviewed new legal regulations, ensuring proper implementation of regulations, fighting negativity and corruption; reviewed, calculated progress, accelerated implementation, striving to inaugurate the project on September 2, 2026 on the occasion of the anniversary of the founding of the country, while ensuring the quality of the project, safety, technical aesthetics, and environmental sanitation.

The joint venture of investors directs the construction to be on schedule, meeting quality requirements, in accordance with legal regulations, and not allowing any negative incidents to occur. The design and supervision consulting units must comply with legal regulations, the design must be accurate, and no negative incidents or waste will occur. The relevant ministries and branches fully perform their state management responsibilities with the goal of completing the project in the best, fastest, and lowest cost possible.

The Prime Minister requested the People's Committee of Binh Duong province to pay more attention to resettlement for people, ensuring their livelihoods and lives in the spirit that the new place of residence must be better than the old place.

The People's Committee of Binh Phuoc province speeds up the implementation of the 7.1 km section in the province to complete it in 2025; the People's Committee of Ho Chi Minh City urgently invests in the 3 km section in the city, to complete it synchronously with the section through Binh Duong province.

The People's Committees of Binh Phuoc and Dak Nong provinces shall urgently deploy and proactively coordinate with the Ministries of Planning and Investment, Transport, and Finance to complete investment procedures for the Gia Nghia - Chon Thanh Expressway project in the first quarter of 2025, starting construction on April 30, 2025; the Ministry of Natural Resources and Environment shall preside over and promptly remove obstacles related to overlaps with mineral planning areas in accordance with the Government's direction in Resolution No. 147/NQ-CP dated September 20, 2024.

The People's Committee of Ho Chi Minh City and the People's Committee of Tay Ninh province completed investment procedures for the Ho Chi Minh City - Moc Bai expressway project and urgently selected investors for implementation before April 30, 2025.

The People's Committee of Ho Chi Minh City and the Ministry of Transport will study and deploy a railway line connecting Ho Chi Minh City and Long Thanh; the People's Committee of Binh Duong province will soon study and invest in a metro line connecting Ho Chi Minh City from Suoi Tien railway station to Binh Duong.

The Ministry of Transport is coordinating with the People's Committees of Dong Nai province and Ba Ria - Vung Tau province to study a plan to upgrade National Highway 51 into an urban expressway to improve traffic capacity and reduce traffic congestion and accidents.

About Tan Van intersection of Ho Chi Minh City Ring Road 3 Project:

The Prime Minister requested the People's Committee of Binh Duong province to coordinate with the People's Committee of Ho Chi Minh City and relevant ministries and branches to develop a synchronous investment plan for the Tan Van intersection with the traffic system of the whole region, so that when put into operation, it will ensure connectivity, synchronization and modernity; upgrade 15.3 km of My Phuoc - Tan Van road to operate synchronously with Ho Chi Minh City Ring Road 3, in which, pay attention to carefully reviewing and fully proposing mechanisms and policies to implement the project as quickly as possible, avoiding problems due to mechanisms. Complete and send to the People's Committee of Ho Chi Minh City before February 20, 2025.

The Ho Chi Minh City People's Committee reviews and carefully calculates the costs of implementing the Ring Road 3 project, determines the amount of capital saved, and can adjust it down. Based on the investment plan for the Tan Van intersection and upgrading the 15.3 km My Phuoc - Tan Van road built by Binh Duong province, complete the dossier and report to the Ministry of Transport before February 28, 2025.

The Ministry of Transport shall preside over and carry out procedures in accordance with the provisions of law, report to the National Assembly for consideration and decide to adjust the investment project at the 9th session of the 15th National Assembly (May 2025).

About Long Thanh International Airport Project Phase 1:

The Prime Minister praised the spirit of the ministries, branches (Ministry of Transport, State Capital Management Committee at Enterprises, Dong Nai Provincial People's Committee, ACV), contractors, management boards... for implementing the Project quickly, with changes, and enthusiastic and determined atmosphere at the construction site. With the goal of completing the Project unchanged, the recent Central Executive Committee Conference also concluded on the Project completion time.

The Prime Minister requested relevant ministries, branches and functional agencies to build a critical path (gantt) for the overall progress of the Project according to the required goals to celebrate the 14th National Party Congress and major national holidays.

For Component Project 1: Investors under the Ministries of Finance, Public Security, Agriculture and Rural Development, and Dong Nai Provincial People's Committee urgently deploy synchronously to ensure completion on schedule. The Ministry of Agriculture and Rural Development studies the use of medium-term public investment capital adjusted in Decision No. 237/QD-TTg dated January 27, 2025 of the Prime Minister on adjusting the medium-term public investment plan of central budget capital for the period 2021 - 2025 within the Ministry of Agriculture and Rural Development to deploy the construction of the Plant and Animal Quarantine Station Project, to be completed in 2025. At the same time, review individual and collective responsibilities for the delay in project implementation, and report to the Prime Minister before February 20, 2025.

For component project 2 : Vietnam Air Traffic Management Corporation directs the implementation of construction items to ensure synchronous completion with other construction items of the Project, to be completed before December 31, 2025.

Component project 3: is the component project with the largest and heaviest workload. ACV rebuilds a new progress gantt line and detailed progress by month and week for each bid package and each contractor for control, with the goal of basically completing before December 31, 2025. Change construction methods, increase construction machinery and equipment, contractors, increase construction time, construct in a "rolling" manner, deploy items simultaneously, propose assigning work to the police, military, and youth forces for public works; work in the spirit of "working 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working through holidays and Tet", "overcoming the sun, overcoming the rain, not losing to storms", "only discussing work, not backtracking"; said is done, committed is done; done, done must have measurable products.

The Prime Minister requested that after the Lunar New Year holiday, the Chairman of the ACV Board of Directors directly work with equipment suppliers to speed up the progress of equipment supply for Component Project 3, meeting the project's progress requirements, basically completing before April 30, 2025.

Consulting units advise investors to simultaneously implement project acceptance and audit work.

Component Project 4 : Relevant ministries and branches study the plan to assign the People's Committee of Dong Nai province, ACV, Vietnam Airlines, Vietjet Air Joint Stock Company to implement the remaining items of Component Project 4 according to the provisions of law after Deputy Prime Minister Tran Hong Ha approved the adjustment of Decision 1777/QD-TTg dated November 11, 2020 approving the Long Thanh International Airport Construction Investment Project Phase 1 to shorten the implementation progress, completing it synchronously with the construction items of the entire Project.

Investors direct the implementation of construction smoothly and in accordance with procedures, coordinate with other contractors during the implementation process, avoid conflicts in construction of project items; mobilize additional construction contractors according to regulations to focus on construction.

Regarding the supply of construction materials : On February 7, 2025, the People's Committee of Dong Nai province chaired and coordinated with the Ministry of Natural Resources and Environment and the Ministry of Public Security to organize a meeting to resolve material problems, especially the licensing of contractors and investors directly exploiting material mines, revoking licenses of mines that have expired or have violated during the exploitation process, handling in accordance with legal regulations, and if necessary, strictly handling according to criminal law as in similar cases in some provinces in the Mekong Delta.

The Prime Minister requested the People's Committee of Dong Nai province to develop a plan around the airport area, ensuring synchronization with the Project; proactively work with the State Audit on recommendations related to compensation, support, and resettlement to completely complete the work of compensation and land recovery, and recommend the State Audit to draw conclusions closely following the actual implementation situation.

The Minister of Transport and the Minister of Construction directed the State Acceptance Council to proactively and regularly inspect the Project and organize acceptance work at each stage according to the implementation progress to ensure the synchronous completion of the Project items.

The Ministry of Agriculture and Rural Development and the Ministry of Transport reviewed at the request of the Prime Minister in Notice No. 31/TB-VPCP dated January 26, 2025 of the Government Office.

Regarding traffic connecting to the airport : The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct relevant agencies to actively implement connecting traffic projects (Bien Hoa - Vung Tau expressway, Ho Chi Minh City Ring Road 3, 4, Ben Luc - Long Thanh expressway, expansion of Ho Chi Minh City - Long Thanh expressway...), ensuring to meet traffic needs when Long Thanh Airport comes into operation.

For the Ho Chi Minh City - Long Thanh Expressway Expansion Project, the Ministry of Transport, the Ministry of Planning and Investment, and the Ministry of Finance shall implement the Prime Minister's direction in Notice No. 31/TB-VPCP dated January 26, 2025 of the Government Office to urgently arrange central budget capital and other legal capital sources, including studying and implementing simplified procedures to soon start construction and put the Project into operation in sync with the Long Thanh International Airport Project.

The People's Committee of Ho Chi Minh City presides over and coordinates with the Ministry of Transport, the Ministry of Finance, and relevant ministries and branches to study and propose a special mechanism for investing in the metro line connecting Tan Son Nhat International Airport with Long Thanh International Airport (studying the selection of investors in the form of "turnkey").

Ministries, branches, relevant agencies, investors, and contractors must clearly assign tasks to people, tasks, progress, responsibilities, and products; develop a progress gantt line for implementation and control with the goal of completion before December 31, 2025; study and implement phase 2 of the Project, in the spirit of mobilizing forces that have performed well in phase 1 according to the provisions of law. Relevant ministries, branches, and agencies report monthly to Deputy Prime Minister Tran Hong Ha on the implementation status.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct the review and resolution of all difficulties and problems in the implementation of projects, make decisions within his authority, and report to the Prime Minister on issues beyond his authority; and organize monthly meetings of the Working Group of the Long Thanh International Airport Project Phase 1 to promptly handle arising problems.

Tan Son Nhat Airport Passenger Terminal T3 Project:

Up to now, the project has basically completed the main works, expected to be put into operation and exploitation on April 30, 2025, 3 months earlier than expected. The Prime Minister commended and thanked the People's Committee of Ho Chi Minh City for opening the road connecting to the project, building auxiliary works; the Ministry of National Defense for giving up facilities and land to build the project; relevant ministries and branches actively participated in contributing to the implementation of the project; people gave up their residences, places of worship, production and business to implement the project; congratulated ACV for increasingly maturing in investing in airport and seaport projects. We are also proud that in 16 months we have made efforts to overcome difficulties to implement the Project in the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "working in 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working on holidays and Tet", "only working at the desk, not talking about back". Thereby, we have more confidence and determination to strive to basically complete the Long Thanh International Airport Project before December 31, 2025.

However, the amount of work to be completed is still large, requiring investors, contractors, and related units not to be subjective, but to concentrate on construction to complete the Project on schedule as committed.

ACV directed the Contractors to focus on completing the remaining work so that it can be put into trial operation by March 31, 2025, ensuring the progress of putting the project into operation before April 30, 2025; The Ministry of Construction conducted an inspection of the acceptance work according to regulations, ensuring the overall progress of the Project.

ACV reviews the work done to prepare for settlement so as not to prolong it.

The project management board urges and inspects the important systems of the project (air conditioning, electrical and mechanical systems, fire protection, low voltage, elevator systems, tunnels, baggage conveyors, parking garages, X-ray machines, etc.; overpass systems, aircraft parking lots, building infrastructure, etc.) to ensure they are the most modern, operate well and are synchronized. If necessary, mobilize additional construction forces to strengthen the construction force.

The Civil Aviation Authority of Vietnam reviews the provision of aircraft parking spaces (slots) to airlines to ensure fairness, transparency, publicity, compliance with regulations, and organizes inspections and licensing of operations in accordance with regulations, ensuring progress...

Investment project to build Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway and Investment project to build Huu Nghi - Chi Lang expressway:

The Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway construction investment project and the Huu Nghi - Chi Lang expressway construction investment project are two important projects with the goal of removing infrastructure bottlenecks in Cao Bang and Lang Son provinces, connecting the northern mountainous provinces to form a border economic corridor; of great significance in socio-economic development and ensuring national defense and security, especially in border provinces. At the same time, it is necessary to ensure the continuous goal of opening the expressway from Cao Bang - Lang Son - Hanoi to Ho Chi Minh City - Can Tho - Ca Mau in 2025. Therefore, these two projects must strive to complete the opening before December 31, 2025.

The Prime Minister welcomed the proactive and creative spirit of the leaders of Cao Bang and Lang Son provinces in performing their duties as competent authorities to implement the two expressway projects. He welcomed Deo Ca Group Joint Stock Company (investor of the two expressway projects under the PPP method) and the joint venture contractors for promptly and actively implementing the procedures to implement the projects in accordance with regulations, while at the same time, not allowing negativity, corruption, waste, or group interests to occur. He welcomed the people of the two provinces for handing over the land, sharing places of residence, worship, and production and business to implement the projects.

The Prime Minister requested Cao Bang and Lang Son provinces to urgently complete site clearance for the entire two routes and hand them over for construction in the first quarter of 2025. At the same time, mobilize the entire political system to work with investors to implement the project on schedule and ensure quality, hygiene, safety, and a bright, green, clean and beautiful landscape environment...
