Use appropriate funding sources to support the forces on duty at COVID-19 epidemic control checkpoints

The Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies, units and localities to implement the direction of the Standing Committee of the Provincial People's Council and related regulations, advise the Provincial People's Committee to draft a report of the Party Committee of the Provincial People's Committee to ask for opinions from the Standing Committee of the Provincial Party Committee on the above content; synthesize and review all remaining expenses spent for COVID-19 epidemic prevention and control (to avoid future omissions).

It is known that, after reviewing the official dispatch of the Provincial People's Committee on financial support for the forces participating in the COVID-19 epidemic control checkpoints, the Standing Committee of the Provincial People's Council believes that based on current legal regulations, the content of the request for financial support for the forces participating in the COVID-19 epidemic control checkpoints in the official dispatch of the Provincial People's Committee is not under the authority of the Standing Committee of the Provincial People's Council (because Resolution No. 268 dated August 6, 2021 of the National Assembly Standing Committee has expired).

At the same time, pursuant to the provisions of Clause 1, Article 2 of Resolution No. 80 dated January 9, 2023 of the National Assembly, the payment and settlement of this expense shall only be made until the end of the 2023 budget year.

However, the Standing Committee of the Provincial People's Council considered that providing financial support for forces participating in COVID-19 epidemic control checkpoints outside the border is appropriate to the actual situation.

Therefore, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for direction.

In particular, it is necessary to review and synthesize all remaining expenses spent on COVID-19 prevention and control; at the same time, propose to use the support fund in accordance with legal regulations, ensuring proper implementation of regulations on management and use of the state budget and the authority of the Provincial People's Committee.
