Quang Ninh Provincial People's Committee has issued Document No. 3226/QD-UBND selecting Sun Group Corporation as the investor of the high-end casino complex tourism service project in Van Don Economic Zone. This project has been approved by the Prime Minister in Decision No. 1395/QD-TTg dated June 27, 2025.
In the approved plan, the project has a total area of up to 244.45 hectares, planned with the goal of building a super complex of high-class entertainment and resort tourism with rewards (pilot for Vietnamese people), with main activities: casino business, tourism, hotels, resorts, condotels and commercial townhouses, commercial centers, offices, conference centers, seminars, sports facilities, entertainment and high-quality health care...

One of the notable highlights of the project is the high-end casino operation, which allows Vietnamese people to participate on a pilot basis, but must fully meet the strict criteria according to current regulations. In addition, tourism - resort - service activities are also integrated to create a closed ecosystem, targeting international visitors and the middle and upper class in the country.
This super complex will also be a gathering place for large-scale international art shows and vibrant entertainment venues day and night, with the expectation of turning Van Don into an attractive destination similar to Macau (China) or Las Vegas (USA), a symbol of resort tourism - high-class casino entertainment in Quang Ninh, making an important contribution to the development of Van Don Economic Zone as well as raising the position of Vietnam on the international tourism and entertainment map.
The Van Don casino complex has an investment capital of more than 2 billion USD, including the investor's capital contribution, loans and mobilized capital. The project's operating period is not more than 70 years from the date the investor is granted the Investor Approval Decision. The progress of basic construction and putting the project into operation or exploitation is expected to be 9 years, from the date the investor is allocated land or leased land to implement the project.

Previously, in Quang Ninh, Sun Group made a strong impression when creating a synchronous "air - water - land" infrastructure ecosystem, with international-class projects such as Van Don International Airport, the first private international airport in Vietnam; Ha Long International Passenger Port, the first specialized port for international cruise ships; and the Ha Long - Van Don and Van Don - Mong Cai expressways.
In parallel are high-class entertainment and resort complexes such as Sun World Ha Long, famous 5-star hotels and resorts such as Yoko Onsen Quang Hanh or Oakwood Halong, contributing to changing the face of Quang Ninh tourism and affirming the capacity of Sun Group in developing large-scale infrastructure and tourism projects.
And with Sun Group becoming the official investor of the Van Don Casino Complex, it will contribute to gradually realizing the goal of turning Quang Ninh into a dynamic and comprehensive development center, an international tourism center, a marine economic center, a gateway to the Northern Key Economic Zone and the whole country.
