Strengthening measures to ensure democracy at the grassroots level

The Chairman of the Provincial People's Committee requested agencies, units and localities to continue to focus on propagating, thoroughly grasping and implementing the assigned tasks in Decision No. 91 dated January 16, 2024 and Plan No. 2199 dated April 1, 2024 of the Provincial People's Committee on implementing Resolution No. 49 dated December 8, 2023 of the Provincial People's Council on measures to ensure the implementation of democracy at the grassroots level in Quang Nam .

At the same time, develop documents to implement the contents and tasks according to Plan No. 2199 at agencies and units to ensure practicality and effectiveness.

The Department of Information and Communications continues to effectively deploy the smart Quang Nam application, egov Quang Nam and e-Government applications. Thereby, it aims to provide utilities to support people in performing online public services, reflecting opinions, providing government information to people, contributing to improving the quality of life and promoting people's mastery.

Instruct localities to deploy online voting applications on the electronic information pages of communes, wards and towns so that villages and residential groups can select and organize online voting for people and complete it in the second quarter of 2025.

People's Committees of districts, towns and cities focus on organizing extensive propaganda and training on the Law on Implementing Democracy at Grassroots Level, laws on receiving citizens, complaints, denunciations and mediation at the grassroots level for cadres, civil servants and part-time activists at the commune, village and residential group levels.

The Chairman of the People's Committee at the district level strictly implements regulations on regular citizen reception, direct dialogue with the people; accepts and resolves complaints, denunciations, recommendations and reflections from citizens under his/her authority, not allowing hot spots to arise, or cases to drag on and become complicated.

The Department of Home Affairs shall coordinate with relevant units to study and advise the Provincial People's Committee to promulgate regulations on the responsibilities of leaders in implementing grassroots democracy and ensuring democracy at the grassroots level. At the same time, supplement criteria for assessing the level of democracy implementation at the grassroots level as a basis for assessing the annual performance of agencies, units, organizations, and leaders and complete it by May 2025...
