Accordingly, the objectives of the Plan are to enhance the responsibility of all levels of government, especially leaders in directing the implementation of policies and laws on environmental protection. Prevent and effectively resolve environmental pollution, establish order and discipline in compliance with environmental laws. Focus, prioritize investment and mobilize social resources to solve key and urgent environmental issues, and strive to achieve the province's sustainable development goals.

Collection, transportation and treatment of domestic solid waste in the province.

To achieve the goal, the Plan focuses on implementing the following solutions: Strengthening pollution prevention and control activities. Continuing to improve the quality of environmental impact assessment report preparation, appraisal, and approval, and environmental license issuance. Resolutely not approving or licensing projects and industries with high risk of environmental pollution, using outdated technology, and generating a lot of waste.

Proposing investment and installation of surveillance cameras, IoT solutions, artificial intelligence, big data to monitor and warn of pollution at environmental pollution hotspots, areas with concentrated waste sources, environmentally sensitive areas, etc.

Strictly manage and control waste sources and sources of environmental pollution. Develop a plan for collecting, transporting and treating domestic solid waste in the province, gradually solving the environmental pollution caused by domestic solid waste.

Continue to propose environmental protection solutions for craft villages and concentrated livestock areas. Focus on handling and overcoming pollution in areas and facilities that cause environmental pollution. Improve and restore the environment, handle pollution in craft villages, collection points, and landfills that cause environmental pollution.

Strengthen inspection, examination and handling of violations of environmental laws. Proactively and promptly inspect and examine entities with signs of violating environmental laws, especially those with high risk of causing pollution of soil, air and water resources; organizations and enterprises operating in the management and treatment of waste, wastewater and exhaust gas; strictly handle violations of environmental pollution.

Vice Chairman of the Provincial People's Committee Dao Quang Khai requested the Departments, branches, sectors, and Chairmen of the People's Committees of communes and wards to base on the content of the Plan to disseminate, thoroughly grasp, and widely propagate Directive No. 20/CT-TTg dated July 12, 2025 of the Prime Minister . At the same time, organize the drastic, serious, and effective implementation of tasks and solutions within their authority.

The Department of Agriculture and Environment is the presiding agency, coordinating with relevant agencies and units to guide, inspect and urge the implementation of the plan; synthesizing and reporting on the situation and implementation results according to regulations.
