The adjustment of the Master Plan for the construction of Lao Cai Border Gate Economic Zone, Lao Cai Province to 2045, which has just been approved under Decision 1958/QD-TTg dated September 10, 2025, has important significance in the development orientation of Lao Cai Border Gate Economic Zone in the coming period.

Mr. Vuong Trinh Quoc, Head of the Provincial Economic Zone Management Board, said that in addition to the specific objectives that have been adjusted and supplemented to suit the context and actual implementation situation, the planning contents have many adjustments compared to the General Planning for the construction of Lao Cai Border Gate Economic Zone approved by the Prime Minister in Decision 1627/Ttg dated November 23, 2018.

First of all, the adjustment of the system of border gates and openings according to Decision 1199/QD-TTg dated October 14, 2023 of the Prime Minister includes 4 international border gates and 7 customs clearance routes.

In which, international border gates include: Lao Cai international road border gate, Lao Cai international railway border gate, Muong Khuong international border gate, Ban Vuoc international border gate.

Customs clearance routes include: Kim Thanh, Ban Quan, Na Loc, Lo Co Chin, Hoa Chu Phung, Lung Po, Y Ty.

The second is the adjustment of industrial land. This planning has added Coc My - Trinh Tuong Industrial Park of about 1,000 hectares. Add Bat Xat Industrial Park (Ban Qua Industrial Production Area to serve the arrangement and relocation of production facilities in Dong Pho Moi Industrial Park to serve the site clearance for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line), with a scale of about 76 hectares.

Mr. Vuong Trinh Quoc, Head of the Provincial Economic Zone Management Board, emphasized: With the clear goal of building Lao Cai into a trading center between Vietnam, ASEAN and the Southwest region of China, the Adjustment of the Master Plan for the construction of Lao Cai Border Gate Economic Zone, which has just been approved by the Government, continues to affirm the role of the border gate economy as well as the position of the bridgehead and connection of Lao Cai with the region.

Another new point is the adjustment of logistics service land. Accordingly, the land fund of Kim Thanh logistics center is adjusted to 77 hectares and Ban Vuoc logistics center to 73 hectares. Add warehouse and wharf area in Muong Khuong, 30 hectares in size, serving Muong Khuong international border gate. Add dry port land, including: Dong Pho Moi dry port with a scale of about 5 hectares connected to Lao Cai international transit station. Build new Kim Thanh dry port, Ban Vuoc with a scale of about 50 hectares.

Land for tourism services is also added to the planning, which clearly defines the development of Y Ty tourism subdivision. Adding 3 more theme parks: Lung Po park complex (about 160ha), Kim Thanh park complex (about 68ha) and Lao Cai ward eco-tourism park (about 260ha).

Lao Cai continues to affirm its position as a bridgehead and trade connection center.

The framework infrastructure system is expanded, including external traffic: Opening a new connecting route from Hanoi - Lao Cai highway to Ban Vuoc (now Bat Xat commune) with a scale of 4 - 6 lanes. Upgrading routes QL.70, QL.4, QL.4D, QL.4E to at least level III - IV. Upgrading and expanding routes DT.154, DT.156, DT.158 through the Economic Zone to at least level III - IV, 2 - 4 lanes. Adjusting and upgrading route DT.156 to QL.4E. Planning connecting routes to industrial parks, building a route along the border river from Ban Vuoc to Trinh Truong. Building the Lao Cai - Hanoi - Hai Phong railway. Adding Lao Cai International Intermodal Station with a minimum scale of 150 hectares, connecting route with Ha Khau Bac station.
