Create all conditions for cooperative economy to develop in Quang Nam

Overcoming difficulties to develop

Mr. Nguyen Van Tan - Director of Duy Son Cooperative said that in recent years, the Cooperative has coordinated with Duy Son commune to direct and organize local people to strongly develop agricultural production. Every year, the total area that the Cooperative undertakes to provide irrigation services is 557 hectares. The average rice yield in the commune is about 60 tons/ha/crop.

Notably, each crop, the cooperative cooperates with Quang Binh Seed Company to organize for farmers to produce 60 hectares of commercial rice seeds, thereby helping farmers increase their income by 20-30% compared to growing normal rice.

Regarding the electricity sector, the Cooperative's hydropower plant currently has a total installed capacity of 1.4MW with 3 generators, operated in rotation to suit weather conditions. The Cooperative is managing and operating a 22kV medium voltage line with a length of 15km and a 36.5km low voltage line, through 20 substations with a total capacity of 5,570kVA to supply electricity to 3,850 member households and customers.

In addition, Duy Son Cooperative has a domestic water supply system for local people through a step filter tank and a pipeline of more than 10km to residential areas. The total number of households using domestic water supplied by the Cooperative is 1,029, with an annual water consumption of about 160,000 cubic meters...

Thanks to focusing all efforts to overcome difficulties, in 2023, Duy Son Cooperative's total revenue reached more than 24 billion VND (an increase of nearly 4 billion VND compared to 2021) and after-tax profit reached more than 881 million VND (an increase of 290 million VND compared to 2021).

“In recent times, the Cooperative has cooperated with many local households to produce rice, sesame, beans, lotus, etc. in a safe manner to ensure a source of clean raw materials for processing products. In particular, in 2024, the Cooperative cooperated with farmers to expand the cultivation area of ​​red rice varieties and was granted a growing area code by the Quang Nam Department of Cultivation and Plant Protection,” said Ms. My.

Need help

Mr. Nguyen Van Tan said that when the State transformed the economic model from centralized, subsidized production management and organization to a socialist-oriented market economy, especially in the period of opening up and international economic integration, most cooperatives only operated for survival and found it difficult to develop.

“Although the State has many support mechanisms and policies, they are mainly in the agricultural sector, so most old-style cooperatives, when converting to agricultural services, lack counterpart capital and are not very efficient in production. As a result, most cooperatives are not interested in setting up investment projects to enjoy state incentives, leading to slow development,” said Mr. Tan.

Mr. Nguyen Van Tan proposed that the Provincial People's Council and People's Committee consider adjusting the price of public irrigation products and services. The reason is that the current unit price (issued on October 12, 2021) is low compared to the general level of society, while input costs have increased such as labor costs, electricity prices and other materials, etc., so cooperatives providing irrigation services to farmers face many financial difficulties.

The Cooperative also requested the provincial leaders to pay attention to investing in repairing and upgrading the canal to bring Phu Ninh water to irrigate nearly 100 hectares of rice in Ca field; or to support Duy Xuyen district with funding to invest in a project to pump water from Cau Chim river to irrigate Ca field. In addition, the Provincial People's Council and People's Committee added the target of attracting young, qualified staff to work at the Cooperative in the period of 2021 - 2025...

Ms. Pham Thi Duy My said that because the cooperative was newly established, it was still lacking and weak in management and operation skills. The operating capital was too small, and the cooperative was borrowing from commercial banks, so the interest rate was very high. Currently, the cooperative has not had access to support mechanisms, policies and preferential loans from the State.

Due to the cramped production facilities, the factory location is located on residential land planning, so the land use purpose is not in accordance with the production and business land according to regulations. Therefore, we hope that leaders at all levels will pay attention to creating conditions and consider arranging for the cooperative to lease land to serve production and business and build a local OCOP product display center.

“The cooperative also hopes that the departments and branches of the province and Duy Xuyen district will continue to pay attention and create conditions for the cooperative to regularly participate in trade promotion activities and product promotion…” - Ms. My said.

Provincial Party Secretary Luong Nguyen Minh Triet highly appreciated the efforts of the two above mentioned cooperatives to overcome difficulties. At the same time, he acknowledged the proposed contents and requested the departments, branches and authorities of Duy Xuyen district to pay attention to and resolve them appropriately.

“Collective economy is an inevitable trend of commodity production in the current period. Therefore, cooperatives need to continue to make efforts to access preferential capital sources, improve the quality of human resources to promote joint ventures and associations, expand production and business scale, and develop product consumption markets. In the coming time, the province will continue to research and issue appropriate and practical policies and mechanisms to create favorable conditions for the cooperative economy to develop strongly, especially issues related to capital and land sources...”.
