Garbage piles up in many places
Accordingly, on September 25 and 26, many communes and wards such as Dien Ban Bac, Dien Ban Tay, An Thang, Dai Loc... announced the temporary suspension of collection, transportation, and treatment of domestic solid waste in the area.
Instead, localities ask people to classify solid waste at home to ensure the environment and not bring waste to collection points until further notice.

However, due to not being informed, many households have brought their waste to the collection area for garbage trucks to collect as before, causing waste to accumulate in piles on roads and residential areas such as Road 33 (An Thang and Dien Ban Bac wards), DT609 (Dien Ban Tay)... causing congestion and foul odor.
The sudden stoppage of garbage collection has turned people's lives upside down. Ms. Ly Thi Lieu (residing in Xom Bung hamlet, Dien Ban Bac ward) said: "Last Thursday (September 25 - PV), the ward announced that they would stop collecting garbage in the area, so people need to sort the garbage. I heard that, although I don't know why, I still followed it, burying all kinds of food and vegetables in the backyard, and the non-decomposable ones are tied tightly in plastic bags."

Mr. Tran Van Quang, Vice Chairman of Dien Ban Bac Ward People's Committee, said that at around 3:00 p.m. on September 25, the ward received information that Huy Hoang Eco Environmental Joint Stock Company, the operator of the Bac Quang Nam Domestic Solid Waste Treatment Plant, announced that it would not accept garbage, so it issued a notice to the people.
However, many people did not receive the notice so they still brought garbage to the collection point, leading to the above situation.

Temporarily suspended due to risk of environmental pollution
At 2:00 p.m. on September 24, the Economic Police Department of Da Nang City coordinated with the Environmental Crime Prevention Police Department to discover two employees of Huy Hoang Eco Environmental Joint Stock Company driving two trucks carrying waste to dump in a mountainous area of Dai Loc Commune (Da Nang City).

At the above-mentioned waste dumping area, 2 waste piles have formed on an area of 13,000m2 , partially covered with HDPE plastic tarpaulin.
Through initial investigation, the two employees stated that the waste dumped in this area was transported from the Bac Quang Nam Solid Waste Treatment Plant operated by Huy Hoang Eco Environmental Joint Stock Company. This is against current regulations.
According to Da Nang City Police, the North Quang Nam Solid Waste Treatment Plant currently does not have a plan to collect and treat waste in accordance with the law. Allowing the plant to continue receiving and treating domestic waste in the past time risks leading to serious environmental pollution.
Therefore, Da Nang City Police proposed that the Chairman of Da Nang City People's Committee direct relevant units to urgently consider adjusting the reception and treatment of domestic waste from the Bac Quang Nam solid waste treatment plant to other treatment areas in the city.

Immediately after that, the People's Committee of Da Nang City issued an official dispatch assigning the Department of Agriculture and Environment of Da Nang City to preside over and coordinate with relevant units and People's Committees of communes and wards with waste treated at the Solid Waste Treatment Plant to study and adjust this matter; to ensure that the collection and transportation work takes place continuously, without interruption causing environmental pollution.
The People's Committee of Da Nang City also assigned the City Police to preside over and coordinate with units to investigate and verify the entire waste treatment process at the Bac Quang Nam Solid Waste Treatment Plant in the past time. Urgently clarify violations and strictly handle them according to the provisions of law.

According to research, the North Quang Nam Solid Waste Treatment Plant has a capacity of 300 tons/day and night. The plant is responsible for receiving and treating solid waste from 3 districts and towns of Dai Loc, Duy Xuyen, Dien Ban of Quang Nam province in the past, now 15 communes and wards of Da Nang city with an average treatment volume of 185 tons/day and night.
