On the morning of October 2, the first Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030, opened. There were 438 delegates, representing over 182,000 party members in the whole province attending the congress.

Presenting a report at the conference, Hung Yen Provincial Party Secretary Nguyen Huu Nghia said that during the 2020 - 2025 term, the Hung Yen Provincial Party Executive Committee has continuously innovated its leadership and direction methods in a drastic, comprehensive, scientific and flexible manner, creating positive, strong and clear changes in all fields, thereby achieving many outstanding results, including breakthrough results.

According to Mr. Nguyen Huu Nghia, during the past term, the local economy has developed comprehensively, quickly, and sustainably with a fairly rapid growth rate, coupled with ensuring the construction of a stable, harmonious, progressive, equitable society and protecting health and ecological security. The position, strength and overall power of Hung Yen province's economy have been enhanced thanks to rapid, continuous growth and the combined values from the merger of Hung Yen and Thai Binh provinces. The economic structure continues to shift towards industry and services; the speed of industrialization and modernization associated with urbanization has been accelerated.

During the past term, science and technology, innovation and digital transformation achieved many positive results, creating changes in thinking and awareness and becoming an important driving force to promote rapid and continuous economic growth, promote local economic restructuring, innovate growth models, increase labor productivity and innovate social governance methods.

"The poverty rate has decreased rapidly; social security and welfare have been ensured and increasingly improved; people's material and spiritual lives have been enhanced. National defense and security have been firmly consolidated; political security and social order and safety have been maintained," said Provincial Party Secretary Nguyen Huu Nghia.

Top target for modern industry

According to the political report at the congress, in the recent period, the average GRDP growth rate was 9.17%/year, higher than the average growth rate in the same period last year; the economic scale increased rapidly, estimated at 328,283 billion VND, 1.73 times higher than in 2020. Notably, in the first 8 months of 2025, Hung Yen has risen to become the 4th province in the country in terms of budget revenue, ranking first in the country in terms of competitiveness ranking (PCI)...

In the period of 2025 - 2030, Hung Yen province aims to become a comprehensively developed, dynamic, modern locality with an economic growth rate of 10 - 11%/year.

To realize the above goal, Hung Yen province will focus on developing infrastructure and prioritizing the development of key areas such as technology, high-quality human resources and key economic zones, including free economic zones, with many characteristics to create breakthroughs.

Regarding the overall goal, by 2030, Hung Yen will build a dynamic and rapidly developing, sustainable economy based on science and digital transformation. Synchronously create the basic elements and foundations of modern industry, civilized urban areas and a strong marine economy...
