Deputy Prime Minister Le Thanh Long said the Government has focused on early and remote direction to provide enough electricity and gasoline for production, business and people's consumption.
On the morning of August 22, following the Question and Answer Session within the framework of the 36th Session of the National Assembly Standing Committee, at the National Assembly House, Deputy Prime Minister and Minister of Justice Le Thanh Long spoke to clarify a number of related issues under the Government's responsibility.
On August 21 and the morning of August 22, 9 Government members participated in explaining and answering questions from National Assembly deputies.
Based on the opinions of National Assembly deputies and explanations of Government members, Deputy Prime Minister Le Thanh Long clarified a number of issues of concern to National Assembly deputies, which are the responsibility of the Government.
Agricultural, forestry and fishery exports in 2023 to reach record high
Regarding the field of agriculture and rural development, since the beginning of the term, the Government has directed to continue perfecting legal policies, creating conditions for agricultural and rural development.
In particular, focusing on removing difficulties, promoting decentralization to localities; deciding on the conversion of rice land use purposes, forest land use purposes; amending and supplementing decrees and detailed regulations in the field of agriculture and aquaculture; approved and focusing on directing the implementation of the project on sustainable development of 1 million hectares of high-quality and low-emission rice cultivation, associated with green growth in the Mekong Delta region by 2030.
The Government has also focused on negotiating and resolving technical barriers to continue expanding the market for agricultural products; closely monitoring developments and improving the quality of supply-demand forecasts for essential agricultural products, especially rice, pork, seafood, vegetables and fruits, to manage production appropriately, balance supply and demand, strengthen trade promotion, connect supply and demand, and link domestic and foreign enterprises.
The Deputy Prime Minister emphasized that agriculture has basically developed stably, asserting its position as a pillar of the economy, firmly ensuring national food security and maintaining exports.
Reporting to the National Assembly, the Deputy Prime Minister said that agricultural, forestry and fishery exports in 2023 will reach a record high of over 53 billion USD; trade surplus of 11 billion USD and in the first 7 months of 2024 will reach 34.27 billion USD, up 18.8% over the same period and trade surplus of 9.42 billion USD, up 60%.
OCOP products have grown rapidly in both quantity and quality. To date, there have been 13,658 OCOP products meeting 3-star standards or higher, an increase of 2,602 products compared to the end of 2023.
Regarding the exploitation, protection and development of aquatic resources, and handling of violations of regulations on illegal, unreported and unregulated (IUU) fishing, the Deputy Prime Minister said that the Government has approved and is actively implementing the national program for the protection and development of aquatic resources until 2030 and two national sectoral plans in the field of fisheries. To date, 28/28 coastal provinces and cities have established fisheries control organizations.
According to the Deputy Prime Minister, determining the handling of IUU violations to remove the "yellow card" of the European Commission (EC) is an extremely important issue, the Government and the Prime Minister have focused on directing it resolutely.
Pursuant to the direction of the Secretariat in Directive No. 32 dated April 10, 2024, the Government has issued 3 directives, 7 dispatches and 8 decisions related to the implementation of the Secretariat's directive.
The Prime Minister directly chaired 3 online conferences to disseminate information to the Secretaries and Chairmen of coastal communes. The Deputy Prime Minister, Head of the National Steering Committee on IUU, chaired many meetings and directly surveyed and inspected the situation in coastal localities.
In particular, the Government also recommended that the Council of Judges of the Supreme People's Court issue Resolution No. 04 dated June 12, 2024 guiding the application of a number of provisions of the Penal Code on criminal prosecution for acts related to illegal exploitation, trading, and transportation of aquatic products.
As a result, the management, monitoring and control of fishing vessel activities have also made progress; the number of fishing vessels installed with voyage monitoring equipment has reached nearly 100%; the investigation agency has prosecuted 4 cases related to brokerage and collusion to bring fishing vessels and fishermen to illegal exploitation.
The EC continues to appreciate Vietnam's commitments, political determination and efforts in combating IUU fishing.
In the coming time, the Deputy Prime Minister said that the Government and the Prime Minister will continue to direct ministries, branches and localities to strictly, resolutely and effectively implement Directive No. 32 of the Secretariat, and at the same time continue to discuss and mobilize EU member countries to support the early removal of the "yellow card" for Vietnamese seafood.
Directing early and remotely the provision of adequate electricity and gasoline
Regarding the field of Industry and Trade, ensuring energy security, Deputy Prime Minister Le Thanh Long said that the Government has focused on early and remote direction on providing enough electricity and petrol for production, business and people's consumption, and has strongly directed the construction of the Electricity Law project (amended) to be submitted to the National Assembly at the 8th Session.
Build policies to encourage development to diversify clean, green electricity sources such as solar power, wind power, and biomass power.
The Government has issued Decree No. 80 regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity users, aiming to promote the development of power sources, especially encouraging and attracting investment and developing a competitive, public and transparent retail electricity market; mobilizing resources from society to develop power sources. The Government will soon issue a Decree on the mechanism for self-produced and self-consumed rooftop solar power to encourage people to use clean energy.
To ensure sufficient gasoline and oil for production, business and consumption, the Government and the Prime Minister have promptly directed the Ministry of Industry and Trade, the Ministry of Finance and relevant agencies to closely coordinate and closely follow the world gasoline market to have appropriate and practical adjustment measures, while strengthening inspection, examination and strictly handling violations.
In the coming time, the Government and the Prime Minister will continue to direct the Ministry of Industry and Trade and relevant agencies to synchronously implement solutions; coordinate closely and effectively, to avoid resource shortages in all situations; manage and use the price stabilization fund appropriately and in accordance with regulations; strengthen the prevention and fight against smuggling, trade fraud, and speculation in gasoline and oil... while strengthening inspection and examination work, continuing to perfect the plan to increase the national reserve of gasoline and oil, and issuing a Decree to replace the Decrees on gasoline and oil.
Welcomed nearly 10 million international visitors
Regarding the field of culture, sports and tourism, Deputy Prime Minister Le Thanh Long said that the Government and the Prime Minister have issued more than 20 documents under their authority to concretize Resolution No. 08 dated January 6, 2017 of the Politburo on tourism development, becoming a spearhead economic sector, concretizing the 2017 Tourism Law and the tasks assigned by the National Assembly on the recovery and development of Vietnam's tourism industry after the COVID-19 pandemic. Up to now, the legal system on tourism and policies in this field have basically ensured transparency, feasibility, and met development requirements.
The Government and the Prime Minister have directed the construction, renewal and development of diverse and unique types of tourism with 4 tourism product lines: sea and island resort tourism, cultural heritage tourism, rural agricultural community tourism and urban tourism. Promoting the potential and advantages of nature, climate and cultural identity of each region according to the motto: Each locality has a unique tourism product.
The Prime Minister has assigned the Ministry of Culture, Sports and Tourism to issue a project to develop night tourism and guide localities to develop specific implementation plans suitable to local realities.
In fact, many localities have had new and creative ways of introducing OCOP products, street food, culture and arts, street music performances, creating an impression on tourists. Vietnam's tourism has recovered positively after the pandemic, and is considered a bright spot in the country's economic and social picture. In 2023, we welcomed 12.6 million international visitors, an increase of 57.5% compared to the set target, with total revenue reaching 672 trillion VND, receiving the award "Asia's Leading Destination" for the 5th consecutive time. In the first 7 months of 2024, we welcomed nearly 10 million international visitors, with total revenue estimated at 513.3 trillion VND.
Many positive changes in many fields
Regarding the judicial field, according to the Deputy Prime Minister, the Government and the Prime Minister always identify the task of building and organizing the enforcement of laws as a key task to promptly remove difficulties and shortcomings, ensure the legitimate rights and interests of the people, and create favorable conditions for investment, production and business activities. The work of inspecting and reviewing legal documents is directed by the Government and the Prime Minister resolutely, promptly, with focus and key points. Identify institutional bottlenecks in all fields, make efforts to remove contradictory and inappropriate regulations that hinder development, contribute to unlocking all resources, promoting investment, production and business activities.
Since the beginning of its term, the Government has organized 28 thematic meetings on law-making, approved more than 100 proposals for law-making and draft laws, submitted 41 laws to the National Assembly for consideration and approval, is developing 40 draft laws, and has issued over 390 Decrees.
The Deputy Prime Minister emphasized that in recent times, the Government and the Prime Minister have focused on directing ministries, branches and localities to seriously implement the Resolutions of the National Assembly Standing Committee on thematic supervision and questioning, achieving many positive results, contributing to effectively implementing the goals and tasks of economic and social development, ensuring national defense and security.
Many tasks have been completed, creating positive changes in various fields, and some regular and long-term tasks are being vigorously implemented. However, some tasks are still being implemented slowly, not meeting the requirements, and need further direction to complete, as National Assembly deputies pointed out in the question and answer session.
In response to the opinions of the National Assembly Standing Committee and National Assembly deputies, the Government and Prime Minister will continue to focus on directing ministries, branches and localities to make more efforts and determination in implementing the Resolutions of the National Assembly Standing Committee on thematic supervision and questioning.
The Deputy Prime Minister stated that the Government respectfully requests and hopes to continue receiving the attention, support and supervision of the National Assembly, the Vietnam Fatherland Front, political and social organizations, mass organizations, National Assembly deputies and voters nationwide, to strive to fulfill the highest goals, tasks and plans for 2024, contributing to the successful implementation of the socio-economic development tasks for the 2021-2025 period according to the Resolution of the 13th National Party Congress and the Resolutions of the National Assembly./.
