Focus on repairing the 5,000-seat multi-purpose gymnasium

According to the plan, from December 6-9, 2024, the Ministry of Public Security will organize the 2024 Asian Police Taekwondo Open Championship at the 5,000-seat Multi-purpose Gymnasium in Quang Ninh province. To ensure the conditions for organizing the tournament, the province is urgently deploying the repair work of damage caused by storm No. 3. The progress has now reached over 70% of the total volume of items, the project will be completed by the end of November.

After the impact of storm No. 3, the 5,000-seat multi-purpose gymnasium (Dai Yen ward, Ha Long city) was severely damaged. Specifically, more than ^2,000m2 The aluminum alloy decorative panels on the outside are peeling and broken, causing unsafety for the area below, which is a common corridor; many glass walls, ceilings and corrugated iron roofs are damaged, causing leaks into the interior of the building, affecting the grandstands and stadium areas; the air conditioning and lighting systems are broken, many devices cannot operate...

This is a typical cultural institution of the province, invested on a land area of over 15 hectares, inaugurated and operated since 2018. The stadium has been the venue for many major sporting events of the province and the country such as the 31st SEA Games; a training, coaching and sports practice place for nearly 600 professional athletes of the province; selected by the Ministry of Public Security and the World Police Taekwondo Federation to host the 2024 Asian Police Taekwondo Open Championship with the participation of more than 2,500 delegates and athletes from 44 countries and territories in Asia.

Identifying the role and special significance of the project to the province and the country; at the same time, it is also an opportunity to promote the image, affirm the bravery and talent of Vietnamese people in general and of officers and soldiers of the Vietnam People's Public Security in particular to international friends; an opportunity for Quang Ninh to affirm its professional, friendly, hospitable brand, creating an impression on delegates and athletes participating in the tournament... Right from the beginning of October, the Provincial People's Committee assigned the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works to preside over and closely coordinate with relevant units to perform tasks such as: Inspection, damage assessment, selection of experienced, reputable and capable contractors to organize the repair of items on the basis of ensuring synchronization, quality, aesthetics, technique, connectivity, and overall with the Provincial Multi-purpose Gymnasium complex.

Up to now, after nearly a month of construction, the total volume of work has reached over 70%. Specifically, the repair of the air conditioning system for the gymnasium has been completed and is undergoing a general inspection for trial operation on November 5; the cluster of 5 units of the VRV central air conditioning system has been ordered and will be completed before November 25. For steel structures, the construction of the exterior cladding has reached nearly 70% of the volume and will be completed on November 20. Currently, contractors are focusing on repairing the roof area, plaster ceiling, glass doors, aluminum frames and lobby roof, fire protection equipment, and renovating the space of the gymnasium area.

According to the representative of the Provincial Management Board of Investment and Construction of Civil and Industrial Works, due to the short repair time, the highly specific nature of the project, many materials that are not commonly available on the market and must be imported, the long duration... has caused difficulties for the repair and restoration work. However, with the special significance of the upcoming events, affirming the development, innovation, and reputation of Quang Ninh province in particular and Vietnam in general to international friends, the investor and contractors have made great efforts to find similar alternative materials; work overtime, increase shifts to continuously and simultaneously organize construction of all items. According to calculations, the project will be completed by the end of this November, ensuring the best conditions for organizing the Police Taekwondo Championship.

Typically, the use of imported ECOPHON ceiling panels will not guarantee the completion of the project in November 2024. Therefore, the investor used gypsum ceiling panels to replace the damaged ceiling panels. The plan to segment the ceiling panels in use and replace them in each area ensures that they are suitable for the function of use. Similarly, with the connection of aluminum panels to the steel structure of the project, the Hunter Douglas alloy connection is used, which is no longer produced and distributed on the market. To meet the goal of putting the project into use soon, the investor has calculated to use similar connections, produced directly from solid aluminum. In addition, some components of the alloy connection (which were broken a lot due to storms) have been replaced with steel materials to ensure the load-bearing capacity of the connection (the test results of the tensile force of steel materials are more than 5 times that of aluminum alloy).

With the spirit of urgency and proactive recovery after the storm, the 5,000-seat Multi-purpose Gymnasium of Quang Ninh province will ensure progress and best serve the conditions for the Ministry of Public Security to organize the 2024 Open Police Taekwondo Championship; affirming the spirit of self-reliance, coordination, and successful organization of major national and international events.
